(2 tapes) A meeting of the Board of County Commissioners was held on January 2, 1990. Commissioners present were Lois Prante, Tom Troop and Dick Maudlin. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of a new Chair for the next Board meeting. Discussion of a presentation from the United Way to the County, whose employees contributed almost $9,000. Discussion of a public hearing on a plan amendment and zone change to rezone a portion of the existing Bend Research Company property. They would like some additional research and development ground. Discussion of a continued public hearing regarding the proposed vacation of Mill Road. There will need to be a variance for the setback area. Discussion of a continued public hearing regarding an appeal of the Hearings Officer's decision to allow a plan amendment and zone change for applicant Strausser (?). Discussion of a public hearing on the proposed vacation of a sixty -foot right of way off 93rd Street. Discussion of the proposed vacation of a portion of Murphy Road, where the road was reconstructed near the Fire Station. This involves four parcels and quit claim deeds for each. Discussion of the proposed vacation of a portion of Stag Road, off Shevlin Park Road. Discussion of a public hearing on a subdivision and partition Ordinance 89-028. Bruce White and George Read said these changes were prompted by Senate Bill 158's passage. This is primarily housekeeping. There may be other changes to come later. Discussion of a business loan to Pacific Arts Manufacturing. Mr. Maier said that they employ seven full- and part-time people, but have purchased ground in Redmond Industrial Park and wish to expand. The shop is now in his garage. He is asking for funds for construction. This should result in the addition of two new full-time jobs. He is asking for $20,000 from the County; he and the bank will cover the additional $40,000. The County would be in second position on the project, first position on company equipment, and 3rd position on the personal residence. Discussion of Order No. 90-004, accepting the engineer's report and setting a date for a public hearing for the Pioneer Loop Road local improvement district. They have a 62% support level and the cost is nearly $10,000 per lot due to all of the rock work. Discussion of the Cheyenne Road and Comanche Land LID. There are a total of 78 residences there, with over 60% support. It will cost about $2,300 per lot, less than anticipated. Discussion of a request from the City of Sisters to expand the use of the Fryrear Road facility to include septic tank disposal. Public Works is looking to convert this location to a transfer station. It was closed out for septic tank disposal because the hole where matter was being dumped only has a couple months of capacity left. To do otherwise would require digging another hole and close out another cell. Every other facility is using the Bend Sewer Treatment facility for this purpose. There will be additional costs to the citizens of Sisters until they get a sewer system in. They are still seeking federal and state funds to do this. They can allow this dumping for two months, or whenever it is filled, so the company can make appropriate plans. Discussion of an Ordinance adopting a new fire prevention code from Deschutes Fire Protection District #2. Discussion of the appointment of Marliss Brent to the Mental Health Advisory Board. Discussion of a condominium plat for The Ridge Condominiums Stage 4 for Watergate Corporation. An update from Karen Green and George Read regarding a planning vacancy, and they need to have a lead planner function in that division. They would like to raise the associate planner position to a senior planner position. They would like to start recruiting right away. The Board was supportive. Discussion of getting bulletin board display boards into the Board's meeting areas. Mr. Maier will follow up. Discussion about the possibility of liquidating the WIC house, if the Library bond passes and the County ends up with a building. Mr. Maier said they are proceeding with remodeling the WIC house, mostly due to handicap access issues. The lot next to the WIC house is available and he is checking on its availability. Ms. Prante would like to have all the Health Department in the Greenwood facility eventually. Mr. Maudlin does not want to get rid of any properties, because at some point the room will be needed. Discussion of the guidelines to apply for Great Start funding. Discussion of the parental leave policy. Discussion of the proposed firearms restriction district south of Sunriver. This is proving to be very controversial. Discussion of a proposal to establish a library through user fees rather than by election and bond. Lake County has asked Deschutes County to handle their caseload, for $10,000 per year. Someone would need to be there one day per month, or as required. This is too unclear. Ms. Prante said they are unable to serve the clients here at this time, and the wait times are too long as it is. Discussion of the County -owned property, 1600 acres northeast of town. Mr. Throop wants to talk about this at length in the near future. Discussion of the code enforcement program. The Sheriff's Office and the D.A.'s Office should be involved. Discussion of the revenue outlook for other funds coming into the Public Works Department, including timber receipts. Discussion of the relocation of the Pilot Butte Motel. There seems to be a lot of vandalism to the County's vehicle at the lot below that location. Discussion of the Solid Waste program. A consensus group worked through the issues and arrived at some recommendations that were shared with the Solid Waste Advisory Committee. They have been deliberating on these issues throughout the past few months. They wish to make recommendations to the Board today. They also would like to ask for the involvement of County Counsel in detailing some of these issues, and their implementation. Various members were introduced (off microphone, hard to hear). There is a need to change the Solid Waste advisory system. Collection fees are inadequate, and the system for reimbursing franchisees is not properly organized. (A lengthy discussion took place at this time.) There was a conversation on who can sell recyclables, in particular cardboard and paper. Some haulers do not want to cooperate or participate regarding changes in the program. Transcription of Audio Recording of a Work Session, January 2, 1990 Page 5 of 6 All of the haulers and parties do not agree with everything, but agreed to some compromise on hauling, recycling, tipping fees, territory and other issues. Some of this will be Board policy decisions, and they need to be fair to all of the haulers and recycling companies. There was a lengthy discussion and disagreement about raising rates, especially those people who take the time to recycle.
