DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
January 8, 1990; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on January 8, 1990.
Commissioners present were Lois Prante, Tom Troop and Dick Maudlin. Also in
attendance were Rick Isham, County Counsel; County Administrator Mike Maier;
and other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion and update of the efforts of the Clean Air Committee. Dennis Hansen
is on the committee and explained the makeup of the group, what they have
been doing, and what they wish to accomplish. Deschutes County is being asked
for a contribution of $2,000, similar to what has been donated by other agencies,
not including various businesses and individuals.
Mr. Throop said they would take the request under advisement as a Board, and
get back to him.

Discussion of the proposed tax increase for the County. At this time it is at $2.19
per thousand assessed value, in the lower 25% of the counties statewide. A
citizen, Bob Mead, spoke up to complain about property taxes. He acknowledged
that he has been here two years, after moving from California, and knows there is
no sales tax. Mr. Throop said that he and the other Board members had
supported a sales tax the last time it was on the ballot, to be able to reduce
property and income taxes, but it failed. This has gone to the voters eight times.
If you look at the average tax burden overall, Oregon is about average.
Mr. Mead read a lengthy statement complaining about the level of property taxes
in Oregon, and why there should be a sales tax.
Discussion about problems the irrigation district is having with improper use of
their easements. Those are meant for district maintenance only. In particular,
areas are being overgrazed and damage done by cattle. The Extension service is
reviewing the situation in several locations, and will be making appropriate
recommendations.
Discussion of a Resolution approving ordinance no. 3 of the Deschutes County
Rural Fire Protection District #2, adopting their new fire prevention code. The
new uniform fire code will be a part of this.
Discussion of insurance payments during parental leave. Mike Maier clarified this
change.
Discussion of communication issues with the County Surveyor.
Discussion of the City's path for developing industrial land within the urban
growth boundary, and outside of the UGB.

Mr. Maudlin indicated he has been talking with a company that wants to buy a
property with railroad access. He is investigating this more so that the County can
go to the State and request lottery funds for infrastructure improvements. It is
more likely that this kind of development would occur inside the UGB.
There was discussion about land located northwest of the Bend Airport and its
development at a public golf course. The Commissioners said that there would be
no funds available from the County for this kind of development.
Discussion of the Pole House 30 issue in Sunriver. Mr. Throop said he has been
working with people in Sunriver, and there are a couple of areas of concern. This
was originally settled in 1986. At the time, it was decided that the Homeowners'
Association should pursue any problems there. The biggest complaint seems to
be in the matter of timeshares. The County will meet with the HOA to reach
some kind of resolution. This will be discussed further next week.
Discussion of Taylor grazing allocation of $5,250 for pipeline project outside of
Redmond.
