A meeting of the Board of County Commissioners was held on May 21, 1990. Commissioners present were Lois Prante, Tom Troop and Dick Maudlin. Also in attendance were Rick (sham, County Counsel; County Administrator Mike Maier; and other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of objections to the issuance of a conditional use permit on Highway Drive. Discussion of a conditional use permit for a cat boarding kennel on Coyote Drive. This is still in a pre -decision stage. Discussion of a Public Works contract with the 701 operating engineers union. The union has agreed to the contract. Mr. Isham and Larry Rice went over the main features of the agreement at length. Discussion of an agreement with Central Oregon Community College regarding a clinical affiliation for the nursing program. Discussion of a public hearing on Order 90-062, a quitclaim transferring property to the City of Bend. This is for Habitat for Humanity, and removes the reversionary clause. Discussion of a public hearing on the STF Committee's recommendations on 1990- 91 allocations. Discussion of Order 90-072, changing the name of Marlboro Drive to Ranch Village Drive. Discussion of amendments to the Healthy Start agreement. Discussion of a request from Jefferson County for Deschutes County to continue to provide ambulance service to areas currently being served. The Board voted to approve this. Discussion of a development agreement for Sunriver Community Church. Mr. Throop will report on his liaison activities on Wednesday. Discussion of a continuation of a work session regarding a building project, later today. Discussion of the Redmond Rod & Gun Club obtaining insurance coverage, from the N.R.A. Discussion of a citizen complaint of the condition of Sisemore Road after red cinders had been put down. Discussion of Squaw Creek Canyon Recreational Estates. Discussion of a request for a VISA card for the Sheriff's Office. The majority of the Board was supportive. Transcription of Audio Recording of a Work Session, May 21, 1990 Page 2 of 4 A lengthy discussion regarding the Burleigh house and other County -owned properties, to determine where to locate the various departments and their services. This certainly applies to the Health Department, which is very lacking in enough space. Per Mr. Maier, there is a rumor that a large cache of thunder egg rocks (agate) are found underneath this building, and it is worth $100 a slice of rock. The rocks were found at the site of the old Willowdale store that burned down. The owner had been offered $160,000 for his collection. If so, there is value in this property. They would keep the house and add a parking lot after excavating for the agate. They will do a minimum amount of work ($7,000) to the building to make it available to the nursing staff. Also, there is a major roofing problem with the Justice Building. Three courtrooms have been leaking regularly, even through the light sockets. The building is 12 years old now. There is also a lighting problem. They talked about dropping the ceiling about two feet, and at the same time put in drains for the roof. They would add fluorescent lighting. This will cost about $18,000. The judges don't like that idea because they want to keep the wooden ceilings, so their preference is for a built-up roof over their courtrooms. They were okay with doing one courtroom at a time. This would cost $47,000. The roofers feel the roof is going to go sooner than that. A pitched roof would make the judges happy. It would cost about $18,000 per courtroom, and it is not yet budgeted. However, it is necessary to do something. They may have to go out to bid for this amount. The Board was open to doing this over three years. The group spoke at length about the potential Redmond library site and whether to purchase a property to hold for them, in the event a bond issue passes. Discussion of the Humane Society's projected deficit and how to handle those services.
