DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
June 10, 1991; 10:00-11:00 AM.
A meeting of the Board of County Commissioners was held on June 10, 1991.
Commissioners present were Nancy Pope Schlangen and Dick Maudlin. Also in
attendance were Rick Isham, County Counsel; County Administrator Mike Maier;
and other staff and a few citizens. Commissioner Throop was out of the office.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of tax lot 100 in La Pine. This property was sold and then the County
took it back because there appeared to be owners in title. Staff explained the
situation, that the deeds and legal description did not align.
There was a long conversation about the problem regarding the lack of good
roads in that same area. Ambulances cannot turn around and have to back out.
The people there would like to have a loop road.

The best way to do this is to acquire ownership of some of the land, put a road
through and maintain it. If it is a County -owned parcel, there is no problem. The
County has surveyed much of the area but more of that work would still need to
be done. If County land doesn't work for this, it would be a private matter
between property owners.
Staff can talk to the people who are interested in this improvement and see how
they react.
Discussion of an out of state travel request for Mental Health for a licensed
psychologist to attend a convention. The employee is covering all of his costs
except two workshops. The Board was supportive.
Discussion of a rewrite of the Mental Health agreement with the State, including
the requirement of $1 million in insurance for its contractors. Mr. Isham
indicated that he will review the agreement at length and report back to the
Board.
Discussion of an agreement with COCC regarding the nursing program.
Discussion of the Library Board's recommendation for its four vacant positions.
They are Sue Fisher, Bill Jane, Carrie Novick and David Gordon. There will be
appointment letters ready on Wednesday.
Discussion of a request for out of state travel to attend the International
Conference of Building Officials. The employee will take his motorhome to
Spokane and cover the costs of lodging himself. The Board was supportive of
paying the registration and other fees.
Discussion of a public hearing on an appeal by PacifiCorp on the Hearings Officer's
decision for 91-35. They are appealing condition #3 relating to the river crossing.
This is their preferred alternative crossing. It was a very technical and confusing
hearing. (There was a long discussion of the issue.) The Board agreed to hear the
appeal.

Discussion of Ordinance 91-022, establishing actual costs of service fees to the
Deschutes County Code. Ms. Schlangen asked a series of questions to clarify this
issue, which relates primarily to Community Development costs, especially
building and planning.
Discussion of a final plat for The Ridge at Indian Ford, which is a nineteen lot
planned unit development.
Discussion of Department of Land Conservation and Development planning
assistance grant close-out report.
Discussion of a road name change, from Village Way to Romaine Village Way, in
Bend.
Discussion of Chair signature of the 1991-92 STF grant application. Staff gave an
overview of the amount of funds, the requests and breakdown of how it is
recommended to be disbursed.
Discussion of an update of the La Pine Sewer project. Century West Engineering is
doing a feasibility study for an expansion of services there. The contractor
reported that everything is going well, and shared some documents showing the
timeline. The north area is Wickiup Junction. Initial hookup is going to expensive
due to the distance.
Discussion of a notice of public hearing on collection service rates for Solid Waste
collection franchises. Larry Rice gave a lengthy overview of the proposal.
Recycling is being subsidized at a high level, and the County has been carrying
costs for the City of Bend for some time. The new agreement would have the City
paying its share sooner.
Discussion of the lot line adjustment across 27th Street from the County Public
Works shops to the School District, which has been approved.
Discussion of a proposed JCRI grant, for Juvenile services.
