A meeting of the Board of County Commissioners was held on June 17, 1991. Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick Maudlin. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of the Pacific Power Radio Help Partnership Program. Public Works is enthusiastic about participating in this program. CDD radios don't work on a regular basis so probably would not participate. The Sheriff's Department is already included as a law enforcement agency. Mr. Clark from Pacific Power provided a lengthy overview of how the system works, who is participating and how it would benefit the County, and most importantly, the benefits to the general public. Transcription of Audio Recording of a Work Session, June 17, 1991 Page 1 of 5 Basically, decals are placed on the vehicles indicating they are a help agency if someone has an emergency. They can call for help for the person, usually involving to 9-1-1 through a dispatcher. It really isn't a new service since they have done this before. They now have about 150 partners who have agreed to be radio call helpers when necessary. The only aid they provide is making a call to the appropriate agency. They are also not out looking for marijuana patches or other illegal activity. No one will be identified as the eyes of the law. They might report this kind of activity, but they are not seeking it out. They have not had any problems with this program at all. The Board was supportive. Discussion of the fee schedule and a Public Works surveyor meeting with the Board. Discussion of an upcoming Economic Development Board of Directors meeting. Discussion of an intergovernmental agreement for the child development and rehabilitation center. This is the third year of the program. It is already budgeted. Discussion of petitions to designate the Courthouse as a non-smoking building. This was already done for the Justice Building. The petitions are from employees within the Courthouse, with up to seventy signatures supporting no smoking there. Mr. Maudlin votes against this; the others were supportive. Discussion of a maintenance agreement for the copier in the Clerk's Office. This is a renewal. Discussion with Catherine Morrow about a proposed BLM land exchange in La Pine. Mr. Throop said that he has been working with Realtors there to determine land use compatibility issues. The BLM wants to acquire some land in Wasco County that is adjacent to the Deschutes River, for public access. Transcription of Audio Recording of a Work Session, June 17, 1991 Page 2 of 5 The Lindsay Trust owns a Targe ranch, the Stearns Ranch, near La Pine wants to block off some more land adjacent to their property. There was a lengthy discussion about zoning and land use issues for the land in Deschutes County. Their intent is to keep ranching and for no other use of the property. The Board felt they should let the BLM know that the County is supportive of this exchange. This will also put government land back on the tax rolls. Discussion of a request to repurchase property on Coyote Lane. David Hough had some financial difficulties and lost the property to the County. He wishes to reacquire the property at this time. The assessed value is around $14,000, with market value about $19,000. The property is located in Sunriver. Staff recommended that the person be able to repurchase it. Discussion of a public hearing on an anti -firearms discharge area. This is in the Deschutes River Recreation Homesites area. Mr. Maudlin said he would vote no out of general principal, because he feels there are laws already governing this type of situation. Discussion of a public hearing regarding KMB mining site. Cyrus might come up with another way to address this situation. Discussion of a public hearing regarding the Coats mining site. Staff recommends that this one not be inventoried. Commissioner Schlangen was asked to familiarize herself with previous testimony on mining sites. She indicated that she might choose to abstain. Discussion of the adoption of the Deschutes County budget later in the month, and will reopen the public hearing this week. This will also include the budgets for the service districts. Discussion of a conservation easement for Robert and Chris Hamilton, in the Skyline Subdivision. Discussion of the servicing of a COIC loan agreement. Discussion of establishing the road name of 69th Place. This is a new road off 69th Street. Discussion of a development agreement for a Central Electric Cooperative substation east of Sisters. Discussion of a transient room tax payment penalty against Comfort Inn, and a request for a waiver of same. Staff recommended that some of the penalty be waived and that the amount due be paid 10% a month until fully paid. Discussion of adoption of findings and decision on the PPL transmission line appeal. Discussion of a contract between Building Services and the Opportunity Center of Central Oregon. Request for a grant of $2,000 from the Clean Air Committee. This wanted granted last year. This request came in very late in the budget year. Mr. Maudlin doesn't want to give the funds to them. The City did grant $2,000 already. Discussion of the efforts of the Alliance for a Drug Free Central Oregon. The County does not screen for drugs at this point. Risk Management may be taking a look at this. Only Public Works does this, and that is usually after an accident or incident. This is more common in the private sector. Bend Millwork and others are doing this pre-employment and randomly, and most businesses are talking about how much this is saving them in the long run.
