DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
August 26, 1991; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on August 26, 1991.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick
Maudlin. Also in attendance were Rick (sham, County Counsel; County
Administrator Mike Maier; and other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of rescheduling the Moody public hearing to September 11.
Discussion of a plan amendment and zone change from RSC to rural industrial,
and requesting from the opponents for a continuance to the public hearing.
Discussion of changes to Title 18, period review and housekeeping changes based
on an in depth review and recommendations from the Planning Commission.
There is a public hearing set for August 28.

Discussion of an application for a bed and breakfast, and the limitations in County
Code. Mr. Maudlin does not see why there is a limitation to just a week or ten
days, since the operators are paying room tax. Someone may want to stay for
two weeks. In any case, it will be hard to enforce.
Discussion about the differences between recreational vehicle parks and
campgrounds. RVP's need to be located in rural service centers (RSC). There are
not very many of these. Mr. Maudlin said this unfairly restricts RV use and he
doesn't like it.
All of these things make it that more difficult for people to try to do business.
Discussion regarding fill and removal in wetlands types of property. Mr. Maudlin
feels that every time they add more language, they add more problems for the
public. (There was a lengthy, heated discussion on this situation.)
Discussion of an additional business loan to High -Tech Company, who handles
lumber products. The Board was supportive.
Discussion of the prisoner electronic monitoring contract with the State of
Oregon. There is a disagreement between the County and the State on how this
is to be handled.
Report to the Board of Commissioners regarding an encroachment on County
land in La Pine, off Foss and Hinkle Roads. Staff investigated this situation and
found that the offenders had cleaned up most of their material. Most of the
complaints had to do with the material.
Discussion of the dedication and acceptance of a right of way along Corey Road,
off the Old Bend -Redmond Highway.
Discussion of an agreement with the Oregon Emergency Management Division
regarding maintenance of the program.
Discussion of acceptance of a road dedication from Public Works, of Savage Drive
and Upland Road in DRRH subdivision.

Discussion of signature of a plat for Full Moon Estates off Purcell Boulevard. This
is in the City.
Discussion of signature of a minor partition for Hansen, in the RL zone on 15th
Street and Ferguson Road.
Discussion of approval of plats for Awbrey Butte Homesites Phase 17, for D&H
Pacific.
Discussion of Order No. 91-111, amending the refund Order by $1.14.
Discussion of the reappointment of Norm Shelton and Bea Paulsen to the Local
Alcohol and Drug Planning Committee.
Discussion of consideration of out of state travel for the support enforcement
team.
Discussion of the appointment of Bob Jergen to the Special Road District #8 Board
of Directors.
Discussion of liquor license applications.
Discussion of the regional strategies program, which is due by September 3.
There was a lengthy discussion about the cooperation of the other counties and
whether Deschutes County will stand alone.
Discussion of an upcoming dog control hearing.
