DESCHUTES COUNTY BOARD OF COMMISSIONERS

A meeting of the Board of County Commissioners was held on July 15, 1991.
Commissioners present were Nancy Pope Schlangen and Tom Troop.
Commissioner Dick Maudlin was out of the office. Also in attendance were Rick
Isham, County Counsel; County Administrator Mike Maier; and other staff and a
few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a new fairgrounds project proposed by the Deschutes County Fair
Board. Nick Tye introduced Alex Bender, Jim Barrett and Jim Roldiski, who are
working on a master plan for the new fairgrounds at the southwest side of the
Redmond airport. The have found they are coming up short on enough land. The
County would provide 160 acres, plus the portion from the City. It may be better
to shift to the easterly 160 acres and swap those to get some more land.

At this time, the group reviewed maps of the area. As it is, they would run out of
room for enough parking, according to statistics, especially for major events.
There was a lengthy discussion regarding utilities, access roads, the airport, and
adjacent uses. They will want an expo center and amphitheater eventually. They
assume there will be 10,000 vehicles just for the annual fair. This needs to be a
long-term visionary plan.
The Board said they are very committed and ready to provide both parcels 1 and
2 for this long term facility and fair purposes. The facility would be owned by
Deschutes County and licensed to the Fair.
There was talk about the possibility of para mutual horse racing. Also,
commercial contractors for horse training or similar uses have expressed interest.
Mr. Isham asked if this is being considered. Ms. Schlangen stated that these
contractors could lease the facilities if it is not being used for something else at
the time.
There may be vendors who want to build particular buildings that would benefit
the fairgrounds overall. There was discussion about the camping area and
whether it could be used beyond the Fair exhibitors. There was a discussion
about having a lot of grass and using the irrigation water from the old site to the
new one.
Brad Chalfant, property manager, said that there have been inquiries about
having a race track for vehicles there. It was felt that there should be enough
flexibility to allow for this and other venues. They want to envision how this
might be used decades from now. It may take thirty years to get everything in
place. Staff will find out about any potential City of Redmond fees.
The Fair Board will be seeking public input on the overall plan, and asked for the
Commissioners' support during the process. They are excited about the potential
of this new facility.

Discussion of the canceled sale of tax lot 100 in La Pine. This is proposed to be
used for a loop road system to help the residents there with access. There was a
lengthy discussion on how the road system was laid out and what kind of survey is
needed. Also important is the wording in the deeds, which does not necessarily
match the lot lines. It is expected that a lot of south County was developed in the
same way.
It was felt that the residents need to work this out themselves, but with the
County allowing tax lot 100 to be available if something can be worked out in the
community. The County has no role in that process.
Discussion of amendment #30 to the intergovernmental Mental Health
agreement with the State.
Discussion of County employees also involved in private employment, such as
physicians. Two cases needed clarification.
Discussion of a revision to a State grant for a work program increase.
Discussion of funding of CDD revenue reserves. There was a long conversation as
to whether this should be a reserve fund, which is more limited, or a rotating fund
that can be subject to transfer. Beginning cash will be about $150,000 short. This
will be discussed further after the final bills are in.
Discussion of participation in the Citizen Review Board. Karen Green feels that it
is compatible with her existing workload; however, Mr. Maudlin will likely be
interested in this, so it will be discussed when he returns.
Discussion of a license to COCAAN for use of the Pilot Butte Motel.
Discussion of MJP-91-6, creating three parcels near 8th Street.
Discussion of a public hearing Ordinance No. 91-028, amending a section in Code
to establish limited recreational uses in surface mining zones. This relates to the
old demo landfill site, and a portion of that site to be used for BMX racing.

Discussion of several appointments to the Deschutes County Extension Advisory
Council.
Discussion of liquor license renewals for Fred Meyer, M & J Tavern, Terrebonne
Tavern, American Legion in La Pine, G.I. Joe's, and Twin Lakes Resort.
Discussion of tax refund Order 91-094.
Discussion of the proposed Sunriver incorporation petition and letters from
citizens in that regard.
Discussion of inspections of pools, spas and hot tubs.
Mr. Throop gave a long statement about the collection of garbage and recycling in
the area. He feels that the landfill will be full within ten years and they need to
take decisive action in this regard. The County is required to recycle 25% of its
garbage by 1995. It is at about 10% now. It has to be 50% by the year 2000.
He admits he has been aggressive in trying to institute changes to accommodate
what is required, and not all citizens are open to this yet. This is primarily a Bend
problem where only 44% of the urban households participate in curbside
collection. Redmond and Sisters have had 100% participation for decades
through city mandated universal services.
There needs to be more public involvement before this becomes a crisis situation.
He suggested that the City and County advertise for applicants and appoint a
nine -member solid waste taskforce: five at -large citizens, one member from the
County's Solid Waste Advisory Committee, one member from the City of Bend,
one member from the franchise collectors and haulers, and one member from the
Bend Recycling Team. There can be liaison members representing the cities of
Redmond and Sisters.
He went into detail on the tasks this group would face. He would limit his role
since he has some very strong opinions on this, having been involved for at least a
decade.
