A meeting of the Board of County Commissioners was held on August 5, 1991. Commissioners present were Nancy Pope Schlangen and Tom Troop. Commissioner Dick Maudlin was out of the office. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of award of a bid for two front-end loaders for the Public Works Department. Discussion of award of a bid for the Fryrear Road crushing contract. Discussion of Road Department funding and forest service receipts. Discussion of paving the balance of Fryrear Road to cut down on dust problems with the neighbors. Discussion of a hearing date for the Twin Bridges site plan application, as called up by the Board. Discussion of a hearing date for the Moody plan development and zone change application on White Rock Loop. Discussion of a partition plat, No. MP -90-30, creating two parcels along Pioneer Loop. Discussion of road dedication from the Riches. Discussion of MJP-91-3, creating three farm parcels of 81, 20, and 120 acres, off Fryrear Road. Discussion of a dedication of Ladera Road. Discussion of a public hearing on Ordinance No. 91-029, amending Title 19 regarding establishing outdoor promotional event definitions and criteria, for various zones. This is an amendment recommended by the Urban Area Planning Commission for both the County and City, relating to events such as RV roundups and other events. Discussion of Sheriff's Office sale procedures. The Sheriff explained how this affects forfeitures. This would be to do most of the paperwork themselves. They would retain an attorney and a paralegal to do the documents that they can't do themselves. This is a temporary situation until such time as the District Attorney is able to get back up to full staffing. Discussion of a proposal to handle survey work for an exchange of property with a private party. Discussion of various OLCC license renewals for the Millican Store, the Redmond Moose Lodge, Rock Springs Guest Ranch, Hampton Station and Deschutes Fly & Tackle. There was a long discussion as to whether the Board has any control over these renewals. Mr. [sham said they don't, without a specific Ordinance. Discussion of the reappointment of Peggy Corwin to the Central Oregon Regional Housing Authority Board of Directors. Discussion of the revenue fund Order. Discussion of a cash transfer Order for the Sheriff's from General Fund. Discussion of the Children & Youth Services Commission regarding payment of the J Bar J payroll. Discussion of the KQAK radio tower and signage. They wish to double their power output. Discussion of seizure and forfeiture policies for DUII's.
