DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
December 16, 1991; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on December 16,
1991. Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick
Maudlin. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a State DEQ grant application for the expansion of recycling
opportunities. The County is in the process of expanding the recycling center at
Knott Landfill, to at least double it from what it is today. This grant, asking for
$11,400, will help fund this expansion, if it is awarded. No funds were awarded to
the County last year, but it was a new program.

There was a lengthy discussion regarding why Deschutes County doesn't get more
funding, since it contributes to the State fund for this purpose; and the projects
the funds would cover. The Board decided to send a letter asking these
questions.
Discussion of Order 91-142, setting a public hearing for an LID on 73rd Street,
north of Bend. There are 29 lots, at a cost of $4,505 per lot; 19 have asked to be
included, and there are eight lots that are unimproved. This is at a 65% approval
rate.
Discussion of a Resolution regarding the Squaw Creek Canyon LID. There is not
enough support for the petition at this time, and staff recommended not initiating
this effort. They can send out a notice to all owners in January to determine how
much interest there is. There are 188 lots, and petitions were received on 123.
This is 65%, but 91 of these lots are still owned by the developer. There is a lot of
construction going on out there right now.
Mr. ;sham gave an overview of the LID process and what is expected at the State
level.
Discussion of the proposed vacation of a portion of Tumalo Reservoir Road, to
take out a curve in the road. This is the public hearing.
Discussion of a public hearing regarding the Historic Sites economic, social and
environmental analysis. This process will eventually involve an implementing
ordinance.
Discussion of public hearing regarding a possible exchange of property.
Discussion of Order 91-125, concerning a land exchange with Betty Jo Rosen (40
acres on Byrum Road and 120 acres on Ten Barr Road). Mr. Maudlin feels that
the County is not getting enough out of this exchange. (A long discussion
followed.) A public hearing has already been held to get testimony on this
exchange.

Discussion of an amendment to the Firearms Discharge ordinance, which has
been amended based on previous conversations. Bruce White went over the
changes, and explained the process at length.
Discussion of signature of a letter appointing Karen Swersky to the Bicycle
Advisory Committee.
Discussion of a tax refund order.
Discussion of Resolution 91-102, transferring appropriations within the 9-1-1
County Service District budget.
Discussion of signature of a tract called Avonlea Estates, 37 lots zoned RS, located
off 27th Street.
Discussion of a five -lot subdivision called Ferguson Court, at 27th Street near 15th
Street.
Discussion of Order 91-040, amending code due to an editorial error. This is to
correct a typographical error relating to the roof pitch for mobile homes.
Discussion of an extension of Sunrise Boulevard, to finish the road in Tall Pines
Edition. This has been somewhat controversial for those living in the
development.
Discussion of a public hearing regarding a proposed Tumalo Road conservation
easement.
Discussion of a plan amendment adopting a historic sites inventory.
Discussion of an application for a proposed farm study in conjunction with OSU
Extension and the geosciences department at OSU. This will be part of the
periodic review process. A decision needs to be made before the end of the year.
This would be funded using DLCD grant money up to $30,000. However, this work
is required regardless of whether the grant funds come through. A farm study is a
high priority issue and Deschutes County is high on the list due its fast population
growth. The field study work needs to be done by April.

Discussion of rescheduling the January public hearing regarding Pacific Power &
Light.
Discussion of the Sunriver Chamber of Commerce, and a request for financial
support from the Board for additional promotion. Sunriver pays a lot of room tax,
and many of the residents don't feel they are getting much in the way of services
in return for tourism.
Mr. Throop went over how the room tax is structured and where the funds go.
He suggested they go to CORA for specific funding for tourism marketing since
this group gets a piece of this funding for that purpose.
There have been discussions regarding incorporation of Sunriver, but those don't
seem to be going anywhere.
Discussion of the Jail Project Review Committee, to meet later today.
