A meeting of the Board of County Commissioners was held on December 2, 1991. Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick Maudlin. Also in attendance were Rick (sham, County Counsel; County Administrator Mike Maier; and other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of a grant application for the purchase of a new plastics granulator for the Solid Waste Department. Discussion of a public hearing regarding the proposed vacation of a portion of Omaha Road, off Camp Polk Road in Sisters. Discussion of a road name change from Onyx Lane to Onyx Street, in southeast Bend. Transcription of Audio Recording of a Work Session, December 2, 1991 Page 1 of 3 Discussion of signature of a construction agreement for Reed Lane, La Pine; and China Hat Road railroad crossings. The County will pay costs of about $15,000, and $365 a year for maintenance for Reed Lane. The State is paying for most of the China Hat Road work. Discussion of a public hearing regarding an appeal of the Hearings Officer's denial of a partition to divide a sixty -acre property into three lots in an EFU-20 zone. Paul Blikstad said the application was made in June and there have been two appeals. It was denied administratively first and the Hearings Officer concurred. This is not a farm partition. It has about 22 acres of irrigation, and the partition was felt to be a dilution of the farm use of the property. Twenty acres with seven acres of irrigation is not felt to be a viable farm. This is complicated because it is zoned for 20 acres but has to be considered a farm partition. It is being used for pasture at this time. A different property with the same features has been approved in the past, however. Discussion of a minor partition dividing a sixty -acre parcel into three lots in the EFU-20, which has been done because there is a Mylar to be signed. This is in the Horse Butte Road area. It was rezoned by the Commission from surface mining to EFU-20. It has no irrigation water. Discussion of a proposed lane exchange with Bend Metro Park and Recreation District and the Rodens. Other alternatives are being discussed, and it appears that no one is ready to move forward with this proposal at this time. Staff needs more time to talk with the various parties, and to come up with other options. A public hearing has already been held so there might need to be another hearing if the plan is to be much different. This will be discussed further in two weeks. The Board needs to decide whether to obligate funds for a financial analysis and feasibility statement, and for legal and planning costs. The potential cost is about $15,000, but could be up to $20,000. There was a long discussion about how this impacts State Goals, what the boundaries would be, Administrative Rule and other factors. The Board needs to decide whether to accept and approve the petition and agree to send it to an election, but financial aspects need to be established first. A lengthy discussion ensued.
