DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
April 8, 1991; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on April 8, 1991.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick
Maudlin. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; and other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of an award of contract for 43rd Street base work and road paving. This
is a joint effort with R. L. Coats, as low bidder.
Discussion of Resolution 91-018, accepting a petition to vacate a thirty-foot parcel
of land in Terrebonne. This is a public hearing, and there are four others that are
similar — roads that are not being used.
Discussion of a road (Kitter Road) located off Lower Bridge Road that is now
closed off to traffic, but will be opened for public access to the river.

Discussion of decision on an appeal of a public access requirement for a
conservation easement for Porter.
Discussion of a public hearing on an amendment to PL -20, adding planning
policies regarding surface mining. George Read said these changes were
recommended by the Planning Commission and are part of current periodic
review.
There was a lengthy discussion about this issue and what the various parties seem
to want, especially in regard to the Cyrus and Coats locations. The group talked
about setting a deadline for a decision.
Discussion of an interagency agreement with the State Highway Division
regarding improvements to South Century Drive. This was delayed for another
week.
Discussion of signature of Resolution 91-026, appropriating grant funds for public
transportation.
Discussion of signature of a development agreement for Brad and Shannon
Everett for SP -90-35, a site plan for a condominium development adjacent to
Sunrise Village. This area is being annexed into the City. There was a long
discussion about problems with the property, but the County has no jurisdiction.
Discussion of a contract with OPACA, for mental health services, as part of the
employee assistance referral program.
Discussion of juvenile services, including how to handle and fund juvenile referee
services.
Discussion of a request from Bill (William) Kuhn regarding his house burning down
in the Awbrey Hall fire. He wants to be on the fast-track waiver list.

He has been living in someone's garage since his house on Riverbend Drive was
destroyed, and said he never got notified of any County program regarding a tax
break.
He said that he lost all his business equipment in the fire, and is also now
delinquent with personal property taxes and wants a waiver. The Board feels that
this waiver is just for real property, not personal property. He has built a new
house but this is probably holding up the loan process. The County has no control
over this, as it is stated very specifically in Oregon statute. He doesn't seem to
understand this.
Discussion of a meeting with COIC regarding its budget. There was a lengthy
discussion regarding how much to fund COIC based on the business loans and
other work that COIC is doing.
Discussion of hiring a reserve deputy for 15 hours a week, to handle code
enforcement cases. There was a long discussion regarding using process servers
instead, and pay them per citation. Mr. Isham feels that this needs to be handled
by a sworn Deputy.
The Board's preference is to hire outside people to do this and not add another
person to the employee base.
Discussion of the employee council meeting, which was standing room only. A lot
of the discussion revolved around whether the County would be on a four or five
day work week.
The employees are supportive of four nine -hour days almost unanimously, and
are also supporting of the 36 hour work week. This would be for a year, and the
County would seek a new tax base in May of 1992.

There was a lengthy discussion on how this affects dealing with the public.
However, being closed one workday a week will bring home the issue to the
public so they do feel an impact. This sends a better message that more funds are
needed.
In the spring of 1981, they went to four eight-hour days, and that was tough on
everyone. At this point, everyone is also being asked to take a pay cut, and this is
detrimental to morale.
