A meeting of the Board of County Commissioners was held on April 29, 1991. Commissioners present were Tom Troop and Dick Maudlin. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff and a few citizens. Commissioner Schlangen was out of the office. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of funding for the U.S. Forest Service silviculture research laboratory. A representative of the USFS gave an overview of what they are doing and their future work. The Board will draft a letter of support for the laboratory so it can keep doing its important work. Discussion of a contract for the award for the installation of two underground fuel storage tanks. There was only one responsive bidder at $60,000. At some point, there will be a need for a third tank. Discussion of a continuation of a public hearing on the 1991-92 fiscal budget fee schedule. Discussion of the proposed job reclassification for Bill Kaufman of the Surveyor's Office, and the rationale and process to follow. Discussion of the final outcome with the agreement with the State Highway Division regarding the Century Drive project. Discussion of Resolution 91-035, declaring Thursday, May 9 as Bike Committee Day. Discussion of an appointment to the Airport Commission. Discussion of an application to purchase a lot in the La Pine Industrial Park, by Tom Harmon, for putting in a log deck and a chipper, for $41,000 using normal County loan terms. There was a long discussion regarding whether they want another of the same type of industry in the area. The La Pine Industrial Committee wanted to save most of the land for non -forest related industries. However, a benefit of accepting this sale is that Midstate Electric would be forced to bring in power, as agreed. Mr. Throop thought that the La Pine group should have a say in what businesses go in. Mr. Maudlin indicated that this is a bonafide purchaser, and the lots are for sale, so the County can't just start getting too selective. He added that if the La Pine folks want to control what happens with the lots, they should buy them and then can exercise control over them. Or, the lots can be turned over to them, they can handle the sales, and the funds will go to the County. He stated that a year ago, they would have been glad to have just about any kind of offer to purchase in the area. Mr. Isham said no one has said this is a criteria up to this point, and it needs to be thought through more. After a long conversation, it was decided that this will be discussed further next week, when Commissioner Schlangen is available. Discussion of an issue with the Comfort Inn and its payment of lodging taxes. There is a question regarding the penalties. Discussion of a sublease for U.S. Cellular telephone service on Awbrey Butte. This is the single competitor for Cellular One. Discussion of signature of an indemnity agreement with Pro-CamAm, Inc., for an off-road race to be held on May 11. Discussion of the acceptance of a deed for Rimfire Road, off Arnold Market Road, as a public road. Discussion of debt service payments for the City of Bend. The City handles this differently than the County. Discussion of the County's drug and alcohol program. Discussion regarding an unscheduled merit increase for a certain employee, based on a change of anniversary date. Discussion of House Joint Resolution 35, requiring the State to reimburse local governments for programs required by the State. This is a high priority for AOC. Mr. Throop indicated that it is far too broad, and probably impossible to implement. However, he will agree to sign a letter of support. Discussion of fee waivers for the cities of Bend and Redmond, and a request to do the same for Bend Park & Recreation, and for enterprise zones.
