DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
May 6, 1991; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on May 6, 1991.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick
Maudlin. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; and other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a continued public hearing on the final Order 91-027, vacating a
portion of Royal Kitter Road, off Lower Bridge Drive. This has to do with public
access to the river canyon, and there appears to be some disagreement from
some citizens about this situation. There was a neighborhood meeting last week
to talk about this, and there was a request for Planning to do a study on the Wild
& Scenic River along with the BLM this fall.

They don't like the 'no trespassing' sign on the fence, because it is a public road.
The owners agreed to remove it, and also agreed to a walk -over for people to get
to the river. Everyone wants this to remain a public access road, but wants the
canyon to the east as an additional access point through the BLM.
They have asked that hearings on any of the other roads there be postponed for a
week. Those are not subject to the same concerns. One of the roads is
considered historic anyway. There was a lengthy discussion regarding the future
of the area. The Basin Committee is willing to start discussions with proper
owners about it.
Discussion of acceptance of deeds in South Heights Subdivision.
Discussion of the recruitment salary for the Health Department Director's
position. They have seven applications with five additional resumes. The four
applicants with extensive experience and education being considered may need
to be offered better compensation. Two have dropped out because of this.
The Jacobson study recommendations would make this change later in the year,
but staff would like it to be considered now. Mr. Maier said that it is at 20%
below the average for this kind of position. This is a serious barrier to recruiting
the appropriate people.
There was a lengthy discussion about this issue.
Discussion of a State grant increase to the WIC program.
Discussion of the annual Health Department grant plan.
Discussion of a personal services contract to handle assessment services for the
Health Department.
Discussion of a date to initiate advertisements for a Deputy District Attorney
position. D.A. Mike Dugan gave an overview of the item.

Discussion of who is going to do sentencing orders — the Circuit Court or the D.A.'s
Office. This will be discussed later in the month. They have a backlog of this work
to address.
Discussion of a plan amendment for the Community Corrections Plan. Staff
explained the changes that relate to budgeting.
Discussion of revisions to the fee waiver policy.
Discussion of approval of a partition plat to create three twenty -acre parcels
along Gosney Road.
Discussion of a joint County and City of Sisters' public hearing to consider land use
applications, to site a new middle school in Sisters.
Discussion of the La Pine Industrial Committee's involvement with the sale and
management of properties there.
Discussion of a Resolution proclaiming May 12 through 18 as National Historic
Preservation Week.
Discussion of a landlord's consent for an equipment lease -purchase at the
Humane Society office. They wish to purchase some kind of gas furnace
equipment. There is a ground lease in place and the equipment seller wants the
County's consent to do this.
An inquiry from a citizen asking when there will be a public meeting accepting
public comments on the subject of Cline Butte, Eagle Crest and that area. Mr.
Maudlin said that before the golf course went in, there were a number of public
hearings. Other requests from them go through the normal Planning Commission
process.
Mr. Throop added that there is a legal process, and the County is careful that all
steps are taken. There is an application proposing to change the Comprehensive
Plan, and there will be public hearings scheduled for this. There will be good
public notice provided, including directly to those living in the area.

There was a land exchange with the private party and the BLM, and the County
was not a part of that, and did not know about it until after it had been
completed. The County and the BLM have since then ironed out the process for
this kind of process.
Discussion of the TRF Technologies, Inc. business loan. The company's
representatives have asked for a change of terms to match those of the loan they
are getting from the State. The Board was lukewarm about authorizing these
changes. At the very least, the loan needs to be secured. A lengthy discussion
ensued.
Discussion of an upcoming budget meeting.
Discussion of a meeting with the Property Manager, and an update of all the
property exchanges.
Discussion of a meeting with Library representatives.
Discussion of a complaint from a property owner who has property next door to
the Coats surface mining site.
Discussion of a court date regarding Gary Adams, who has been running an illegal
business and is subject to numerous code enforcement citations. The Board has
been asked to attend to make a statement. He has been fined three times for a
nuisance abatement, and it appears to be cheaper for him to pay the fine than to
fix the problem.
Discussion of a meeting with Health regarding the prenatal program.
Discussion of having Departments' management teams attend the regular
Department Head meetings.
Discussion of a cleanup effort in the White Rock Loop area by citizens. This is BLM
land. The citizens asked if the County could waive the landfill fees.

Discussion of the Sisters Ranger District's meeting on May 21 to discuss a City of
Sisters land purchase proposal, and an invitation for the Board to attend. This
would have to do with a sewer treatment facility.
Discussion of too many road names having "Tumalo" in them. One should be
changed to Nichols Market Road. Some of this does not match up with where the
residences' mail is sent.
Discussion of a meeting regarding Pilot Butte and improvements to be made to
the road and facilities.
