A meeting of the Board of County Commissioners was held on May 13, 1991. Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick Maudlin. Also in attendance were Rick (sham, County Counsel; County Administrator Mike Maier; and other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of several orders for termination of decisions, and public hearings for same. They mostly relate to conservation easements. One has to do with a historic road. They involve the BLM, and the BLM really does not want the County to be a part of it. Discussion of a public hearing on the Antler Lane local improvement district. There are 14 supportive of the 26 lot owners. Discussion of a Resolution accepting a petition to vacate a right of way. Discussion of acceptance of a declaration of dedication for an access road to Hilltop Acres special road district. This is located off NW Maple Avenue, and the people want to have public road status. This was approved through the land use process. Discussion of the acceptance of a warranty deed for Park, Davies and Williamson for a right of way acquisition at NW 43rd Street. Discussion of an agreement between the Health Department and Coast to Coast Stores. This is for a grant for an AIDS prevention program. Discussion of Deschutes County's CYIC Comprehensive Plan for 1991-1993. Staff gave a lengthy overview of the Plan. This will cover some gaps in service coverage for families. There was great concern as to whether the funding that was requested would be granted. The Board will send a letter supporting this request and giving positive feedback on the plan. Discussion of a public hearing on an appeal by Johnson regarding the Hearings Officer's approval of NC -91-13. Some of the people in the homeowners' association may attend. Discussion of a proposed personal services contract that is being replaced by hiring an individual on a temporary basis for the Health Department. Discussion of a maintenance agreement for a microfilm document scanner for the Clerk. Discussion of the urban management agreement and plan for the City of Bend; the City has not suggested any changes. The Council needs to make a decision in the next couple of weeks. Mr. Maudlin wants to be sure that the City does not come up with any last minute changes. Staff suggested that an ordinance be used and this will require notice. However, this is an intergovernmental agreement and does not require a public hearing. It involves the City and the urban growth boundary, and requires that these devices meet DEQ requirements. A public hearing is not required. Mr. Maudlin was concerned about people considering their rights being impacted. Staff pointed out that this is a DEQ ruling and the County has to comply. It also relates to open burning. Discussion of a development agreement for Bend Cable Communications for an addition to their office and parking. Discussion of the appointment of Susan Nelson to the Special Transportation Advisory Committee. Discussion of Order 91-072, setting a hearing to designate Deschutes River Recreation Homesites area as an anti -discharge of firearms district. There is one petition for a big area that covers several subdivisions. However, some of the areas are not contiguous and a few are not recorded subdivisions, as required by ordinance. Mr. Throop said the people just want to be able to put up some signs, and he wants to make this simple. There was a lengthy conversation on what areas to include and how to handle the situation. The petitioners have been working on this for over two years. The Board wants to move forward regardless of advice from County Counsel. It is too complicated and time-consuming to delete part of the area and have to validate all the signatures again. They can take out River Forest Acres since it is definitely not contiguous. Some are contiguous only because they are tied together with roads. They decided to include Stage Stop Meadows. Discussion of close of a Sheriff's sale for tax titled foreclosed properties. Discussion of a request for a letter supporting House Bill 3559, having to do with Public Works. Discussion of negotiations with TFR Technologies regarding the fee structure. Discussion of two personnel evaluation reports, for Susan and Ralph. Discussion of a possible new ordinance regarding the destruction of public signs. This costs Public Works about $100,000 a year. The Board asked staff to do a brief study on what other jurisdictions do about this problem. Discussion of the sale of property behind Deschutes Business Center. This will result in paving the road. Discussion of a request for reclassification of positions in the District Attorney's Office. Discussion of the possibility of EDCO relocating to the Redmond Airport terminal, which was a surprise to the Board. EDCO indicated they were just exploring the option for a better location. However, the idea was to keep these kinds of groups in the same basic location. This needs to be handled diplomatically. Discussion of transient room tax in general. Discussion of developing forms and a procedure for CDD for dealing with citizen complaints. Discussion of an upcoming meeting with the Employee Council, and the possible development of a monthly newsletter for employees. Mr. Maudlin doesn't feel that anyone would be interested. Discussion of a hearing date with the City of Sisters. This may be scheduled on a regular basis. Law enforcement, corrections and a judge will be in attendance. The Board has been asked to participate or to at least sit in. Discussion of the proposed court appointed special advocates program. There is a question on how this would be funded. It may not happen for at least a year.
