DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
May 20, 1991; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on May 20, 1991.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick
Maudlin. Also in attendance were Rick (sham, County Counsel; County
Administrator Mike Maier; and other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a public hearing for an Order vacating a parcel of land between
Plainview Road and County Road #30, towards Sisters.
Discussion of the acceptance of a warranty deed and a slope construction
easement from CLR, Inc., off Swalley Road. The work is already in progress.
Discussion of a request to purchase a crack sealing machine for the Public Works
Department.
Discussion of the Watermaster's lease in a County building.

Discussion of Ordinance 91-006, adding a section to Code regarding the costs of
recycling, and rate adjustments. There was a long discussion about how this
would be handled and when it would be enacted.
Discussion of approval of County policy regarding private employer and
employment regulations. This was distributed to the Departments and has been
discussed for a couple of years. There was a lengthy conversation regarding
possible exceptions and the process for dealing with those. This will be an issue
with the reduced work week.
Discussion of the reduction of department hours for fiscal year 1991-92. There
have been numerous calls from department heads and employees. The proposed
hours have been crafted by departments for better coordination and public
service. Some will fluctuate based on the time of the year as well.
Some have to be staffed all the time regardless of when they are open to the
public, such as corrections and juvenile.
Discussion of Resolution 91-040, regarding the Sisters -Camp Sherman Rural Fire
Protection District fire burning ordinance.
Discussion of reappointments to the Deschutes County Extension Advisory
Council.
Discussion of signature of a minor partition #91-59, for two parcels in the RSR
zone.
Discussion of signature of Resolution 91-041, transferring appropriations within
various funds.
Discussion of signature of a Resolution transferring appropriations within the
Extension District.

Discussion of Board signature of a Resolution transferring appropriations within
the 9-1-1 Service District.
Discussion of the designation of the Justice Building as a smoke-free building.
Court Administrator Ernie Mazorol gave an overview of the issue.
Discussion of the designation of the ESD building being non-smoking. The
Administration Building has smoking rooms for Mr. Maudlin and Mr. Maier. Most
buildings have smoking areas outside the buildings. Ms. Schlangen will speak to
the Sheriff about no smoking in his building. This also has not been considered
for the jail. Mr. (sham is concerned whether this should be a negotiated union
issue.
Discussion of recommendations from the Computer Users' Committee.
Discussion of a partition for Don Porter in the F-2 zone that was denied in a split
decision by the Board.
Discussion regarding County -owned tax lot 100 in south County, and criticisms
regarding what the County decided to do with it. The County can't start enforcing
what people do with their private driveways. Public Works wants to purchase
equipment that would help them better establish corner markers, which may help
the situation.
Discussion of the proposed loan to TFR, Inc. It appears they went with all loans
coming from the State so the County doesn't have to be concerned about
handling this loan.
Discussion of Rural Fire Protection District by-laws and whether the District
Attorney will help out with prosecuting people who create problems complying
with District rules. The County does not want to get involved with enforcing the
payment of citations, but the D.A. could do so if he wishes.
Discussion of Barclay Logging Company complaints.
Discussion of whether to recognize May 1 as Family Day in the future, since they
missed it this year.

Discussion of complaints regarding trucks from Crook County coming through
Alfalfa.
Discussion of the reclassification of certain CDD positions.
Discussion of delaying the adoption of the budget to as late in June as possible, to
figure out what the legislature is doing.
Discussion of COIC's plans and grant requests from the County to the State to
handle various programs. The Staet has failed to respond thus far.
