DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
September 9, 1991; 10:0041:00 AM.
A meeting of the Board of County Commissioners was held on September 9, 1991.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick
Maudlin. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; and other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a public hearing regarding an appeal that was called up by the
Board, regarding a decision whether to allow boarding and training of horses in
the MUA-10 zone. This would be a commercial activity in conjunction with farm
use, but this was left out of the ordinance so it is unclear. The Hearings Officer
suggested that the applicant re -apply within 120 days for a new conditional use.

The Board can decide whether to uphold the decision or deny it, but felt this was
not appropriate, so called this issue up to clarify the situation. It is better for the
Board to deal with it at this time rather than having it come back later.
Discussion of a proposed ordinance regarding impounding vehicles.
Discussion of several amendments to Health intergovernmental agreements with
the State.
Discussion of a refund of a permit fee.
Discussion of member elections for La Pine Park & Recreation District. This needs
to be formally accepted by the Board because there are not enough District
members to accept the new members. They wish to have them sworn in by the
Clerk this week.
Discussion of Deschutes Basin Resources Committee activities, and adoption of
the Deschutes Mitigation and Enhancement Committee's program plan. Dave
Leslie provided a lengthy overview of their activities and plans for the future. The
Board was invited to an upcoming field trip to see some of the projects in person.
Discussion of establishing a road name of Fairview Drive to unnamed road, in the
Foothills Subdivision off Rudy Road.
Discussion of a personal services contract for Deschutes County Auction Services
for an upcoming auction.
Discussion of approval of Order 91-119, transferring cash within the County
budget.
Discussion of liquor license renewals for La Siesta Cafe #2, and the Redmond
Moose Lodge. The Lodge is still working on permitting of part of its structure, as
previously discussed.
Discussion of a request for a building permit fee waiver for Four Rivers Vector
Control District.

Discussion of approval of a City plat for Aspen Heights Phase II for Pat Gisler.
Discussion of a partition creating two parcels in an R-1 zone.
Discussion of a partition creating two 41 acre lots in an EFU-40 zone.
Discussion of upcoming meetings with Mental Health and Data Processing.
Discussion of other counties who have raised fees, and a suggestion that the
County investigate to make sure its fees are on par.
Discussion of potential geothermal development at Newberry crater. Mr. Throop
feels that this monument needs to be left alone, since the area is pristine and
remote. The original company that inquired about it went bankrupt, and a
Midwest firm acquired their leases. They do not seem interested in working with
the community. He wants to keep an eye on this to make sure nothing happens
in the area without public involvement. He knows one of the main parties and is
very concerned about the history of this person and his company, Vulcan.
