DESCHUTES COUNTY BOARD OF COMMISSIONERS

A meeting of the Board of County Commissioners was held on October 28, 1991.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick
Maudlin. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; and other staff and a few citizens.
Items discussedat this meeting may be on a future Board business meeting
agenda:
Discussion of a contract with the Brothers School District for school nursing
services, for $156 (six hours).
Discussion of a public hearing on whether land use LM -88-3 concerning the Bill
Spence property permit, and whether it has expired. There will be some citizens
attending the hearing.

Discussion of a public hearing on the Hayes-Duntley appeal, the Hearings Officer's
denial of a conditional use permit. Paul Blikstad explained it was denied based on
potential productive farmland use of the dwelling site.
A variance and partition had been done previously with this site, by a previous
owner. The current owners want to add a new primary dwelling. Mr. Blikstad
visited the site and found that this part of the land is not used for farming at this
time.
Discussion of appointments to the Deschutes County Local Drug and Alcohol
Planning Committee.
Discussion of Ordinance 91-044, amending a chapter in code regarding occupancy
regulations. Mr. (sham said this is a refinement in the language having to do with
Sunriver.
Discussion of a presentation regarding senior health services, based on changes
due to the adoption of Ballot Measure 5.
Discussion of Order 91-132, concerning a 100% consent vacation of part of an old
roadway. The property is in Vandevert Ranch, and is all located within private
ownership.
Discussion of an order for tax refunds.
Discussion of an ordinance regarding the regulation of dog kennels. Mr. Maudlin
has not been supportive of it, but Mr. Throop would like to revisit it again later in
the year.
Discussion of the Deschutes County Justice Evaluation efforts to impound and
confiscate property.
Discussion of a right of way for Mt. Washington Drive.
