DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: SPECIAL MEETING
October 28, 1991; 10:00-11:00 AM.
A meeting of the Board of County Commissioners was held on October 28, 1991.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick
Maudlin. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; and other staff and a few citizens.
Before the Board was a discussion of the incorporation of Sunriver. The purpose
of the meeting was to establish a date for a public hearing on the petition. The
date was set for Tuesday, November 26 at 2 PM. Staff asked what kind of
documentation the Board wants to have by that date. They had hoped to have
until the first of the year to do this. They are in the middle of periodic review and
are short-staffed. The State will not allow any more extensions.
Mr. Throop said that they recognize there is a lot of preparation work, but this
would only be what is required prior to a public hearing and not an actual
decision.

Mr. lsham stated that this is a Goal analysis, and not of the nature of a
comprehensive plan. They would not be implementing it with zoning ordinances
or similar documentation. He does not think planning would have to provide that
much information in advance.
This is just a petition asking for the issue to be on a ballot. There could be other
issues that come during the hearings process that need to be addressed by
planning and the Board as well. It is premature to develop findings at this point.
The hearing would be part of the basis for a future decision, based on the
complete record.
Community Development said they will do what they can in advance, but will be
learning about the issues themselves during the process.
Mr. Throop said this is a very important decision for the Board and for the citizens
of Sunriver. He asked about setting a date in December or early January to
develop a better record, and not rush the issue. Mr. (sham said the first available
election date would be the May primary election. The order calling for an
election would need to be at least ninety days in advance of that. So there is a
time crunch to get this done.
The Board set a mid to late December date for a hearing, and can identify many of
the issues prior to then. The Board accepted the petition and he does not want to
see it delayed into next year.
Cliff (?) of Sunriver is one of the co-signers of the petition. There might be an
advantage of getting public input sooner to clarify the issues, before the County
does all of its homework. This will help with having more complete information
on the issues.
Bill Padgett (?) of Sunriver is concerned about continuing hearings. The earlier
they start, the better it will be. The petition was submitted a long time ago and it
is time to stop procrastinating. They want to make the May election deadline.
They support the November 26 hearing date so this can be addressed in a timely
manner.

Greg Shahan (?) of Sunriver wants them to be more prudent and take their time.
Some people may be considering legal action.
Ken (?) of the homeowners' association feels this is important, and there needs to
be proper time allowed to prepare everyone for a final decision. He suggested
December as a hearing date.
Mr. Throop emphasized this is a very complex issue. The County's role is limited.
He asked for a hearing date of Tuesday, December 10. The other Commissioners
agreed.
