A meeting of the Board of County Commissioners was held on March 25, 1991. Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick Maudlin. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: The Redmond Rod and Gun Club annual report. They are in stage 1 of the 3 -stage leasehold. This is repair, followed by maintenance and upgrade. They have completed a new gate at the highway, the patio was expanded, the woodstove was replaced, outside lighting has been replaced with safety shields, the well in the pump house has been repaired, warning signs have been installed, and they have elected officers. The club's nonprofit status has been reinstated by the State, and insurance is paid up. The Board was impressed by what they have accomplished. Discussion of a public hearing regarding an appeal of the Planning Commission's decision to require public access as part of the conservation easement for the division of a 120 -acre parcel into two lots. The appellant is Donald Carter. Discussion of a public hearing concerning Order 91-041, a final order to annex territory into the Sisters -Camp Sherman Rural Fire Protection District. Discussion regarding authorization to accept a promissory note as security to an improvement agreement. This is the mini -mart and gas station at Arthur Street and Division Street, and Arthur needs to be improved. The owner wants to pay for this over a year. It is for $8,800, but the County can't do anything about it because this is located within the City. The City said they would shut off sewer and water service if he fails to pay the note. Discussion of signature of a petition to vacate a portion of a road. This was postponed for a week. Discussion of an amendment to the State Health intergovernmental agreement, regarding Medicaid dollars. Discussion regarding appointing two new members to the Mental Health Advisory Committee. They wish to increase the number of members and will be adjusting the by-laws to allow for this. Discussion of a request for out of state travel for a jail employee for training purposes. Part of this will be paid by the Sheriff's Association. Discussion of Order 91-045, tax refunds. Discussion of an appointment to the Deschutes County Bicycle Advisory Committee. This will provide working drawings so they can get building permits. Discussion of appointments to the Black Butte Ranch County Service District budget committee. Discussion of a clarification of the Natural Resources Center's request for a waiver of dumping fees, in the amount of $420. This is for the relocation of the Pilot Butte building. The Board was supportive. Discussion of upcoming meetings with Personnel and Building Services, and CDD; and a meeting to discuss the classification and pay study. The next meeting with the Health Department will be at their location. There is an upcoming meeting to talk about code enforcement issues. Discussion of changes to the manufactured home ordinance. It appears that some mobile home parks are raising rental fees because they know the residents can't do anything with their older or substandard mobile homes. The Board directed staff to draft a document to handle this situation during a period of transition. This affects early 1970's models. This is about when aluminum wiring was no longer to be allowed. Discussion of the Redmond Library board's activities relating to their desire to obtain the old fairground property. The City of Redmond has also talked about putting city hall there. Discussion of a letter from the City of Redmond regarding a loan to the Senior Center. They've asked for a year's extension. The Board was supportive. Discussion of controversies regarding the placement of the new school in Sisters. Some residents do not want any forest land used for this. Discussion of a travel request by Susie Penhollow to attend a conference in Florida. The Board was supportive. The Board said this should be possible to arrange. CASA has asked about available space in the Courthouse. They are hoping to get a small office space there. Discussion of a letter from the Children and Youth Services Commission requesting the phone sets from Juvenile once Juvenile gets new equipment. Request for Commissioner's participation at an F.A.A. meeting. Mr. Throop will do this. Discussion of a letter from someone who wants to build in a development in La Pine but does not want to get a conditional use for each one. The Board indicated that this is not a legal subdivision. They put the roads in, but at that time it became zoned EFU under new land use, which doesn't make sense. There are houses on half the lots already, 2.5 acre lots. The Board asked staff to investigate further. Mr. Maudlin said he is hearing a lot of complaints from the public about how long it is taking to get permits, inspections and other services. He said someone owns a lot in Oregon Water Wonderland and wanted to build a shed to store his boat. He is not putting in a residence. CDD advised him he has to get septic approval before he can get a permit to do anything. Mr. Maudlin feels this is not right and wants to learn more about it. He was told this is a DEQ rule. But they went ahead and let the man put up the building, and this is not right, either. This needs to be consistent answers and treatment for everyone. He will bring this up at the next meeting with the CDD Director and staff.
