DESCHUTES COUNTY BOARD OF COMMISSIONERS

March 18, 1991; 10:00-11:00 AM.
A meeting of the Board of County Commissioners was held on March 18, 1991.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick
Maudlin. Also in attendance were Rick (sham, County Counsel; County
Administrator Mike Maier; and other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a presentation of the Great Start plan for preschool children, and
how they plan to handle grant funds for the program. It will be used for training
of daycare providers. (A lengthy presentation followed.)
Discussion of a personal services contract with CH2M Hill for solid waste
consulting services. This is a joint effort between Knott Landfill and the recycling
groups. A long discussion ensued.
Discussion of Resolution declaring surplus computer equipment.

Discussion of the vacation of a portion of Ferguson Road and an unimproved right
of way. This is a road on paper only that runs through the landfill. This also
affects the Marken surface mining pit that was not approved.
Discussion of the need to have a site at the landfill to take contaminated fuel
waste. It is costly to ship this to Arlington. A study has been done to make sure
the landfill has a compatible space. There was a lengthy discussion regarding
potential negative impacts.
Discussion of amendment #24 to the State health agreement. This is an early
Measure 5 cut for services to disabled adults.
Discussion of two easements along Deschutes Market Road on County -owned
property, to Central Electric Cooperative powerlines.
Discussion of signature of an Order amending another Order regarding an
assessment imposed on a La Pine property.
Discussion of the establishment of a new road name, Concorde Lane.
Discussion of signature of a plat of Holiday Park second edition, off Purcell
Boulevard.
Discussion of a liquor license application for Speedy Mart, on 27th Street.
Discusison of authorization of the acceptance of a promissory note as security for
road improvements for a new market at Division and Reed Market Road.
