A meeting of the Board of County Commissioners was held on April 1, 1991. Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick Maudlin. Also in attendance were Rick (sham, County Counsel; County Administrator Mike Maier; and other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of a Resolution proclaiming the week of April 7-13 as National Telecommunicators' Week. Discussion of signature of a letter authorizing High Desert BMX to file a land use action for a park at the demolition landfill site. Larry Rice said that Mr. Throop coordinated this activity. It will be called High Desert BMX Bicycle Park on the application. Transcription of Audio Recording of a Work Session, April 1, 1991 Page 1 of 4 There are several land use actions required, such as a text amendment to a zone change, allowing non -motorized vehicles to race on the solid waste disposal site. A long discussion ensued regarding the process. Discussion of Resolution 91-019, accepting a petition to vacate a portion of C.V. Swalley Road. There are three parcels by Twin Bridges that are affected by this action. Discussion of a letter from the City of Bend regarding a code infraction within the City that also affects the County. Discussion of acceptance of a dedication and vacation of a portion of Ferguson Road, by the Marken group. Discussion of an upcoming public hearing on changes to the transportation plan. It will become part of the County -wide transportation plan. Discussion of signature of a replat showing revised rear setback lines on three lots in River Village 1 in Sunriver. Discussion of a Resolution changing signature authorization for employees of banking and workers compensation institutions. Discussion of an easement for a lot in La Pine Industrial Park, which will give access to natural gas to the Park and residents of La Pine. Discussion of a transfer of two properties, on Cooley Road and Southeast 27th Street, to Administrative School District #1. This is all part of a large trade of properties that also involve Park & Rec. There was a lengthy discussion on which properties are affected. Discussion of McCaw Communications Cellular sublease agreement for a transmitter for Awbrey Butte, off the Oregon Public Broadcasting equipment tower. Discussion of upcoming meetings with County Counsel and the County Librarian. Transcription of Audio Recording of a Work Session, April 1, 1991 Page 2 of 4 Discussion of Resolution 91-024, authorizing Black Butte Ranch County Service District to participate in the Public Employees' Retirement System. A lengthy conversation took place regarding prior service years. There is only one employee affected by this. Discussion of two upcoming dog control hearings. Discussion of a Department Heads and elected officials' meeting later in the week. Discussion of signature of an Order surrendering the County roads inside the City of Redmond. Discussion of a Resolution allowing the Children's Foundation to obtain some equipment from the County. Discussion of an employee issue and request for a grievance hearing. Mr. Maier feels that this is not subject to a hearing because the employee is not being disciplined or discharged. County Counsel feels that a performance appraisal should also apply in this situation. The (unnamed) person has not been clear about the problem. Discussion of Mt. Bachelor road improvements. The work might come in under budget, and this would be distributed as agreed between the Highway Division, the County and Sunriver. Discussion of whether Highway 20 has been adequately addressed in the Access Oregon Plan by the Department of Transportation. Discussion of the status of the solid fuel heating devices ordinance being put together by the City. Discussion of a potential land exchange between the City of Sisters and the U.S. Forest Service, regarding a sewer treatment plant and a potential destination resort. Some of the citizens will push back against this. The two-way couplet is in the master plan for the city in 1993. A group is pushing for a bypass instead, so this will play out over the next few years. The County will have to make decisions regarding land us compatibility. The plan is to have all information and equipment in one location in order to deal with a disastrous fire situation. Discussion of a request for an unscheduled merit increase for outstanding work. The Department wants to give a merit increase now and then again in August. Mr. Maudlin does not support this. He wants to be consistent. The other Commissioners agreed.
