DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
January 22, 1991; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on January 22, 1991.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick
Maudlin. Also in attendance were Rick (sham, County Counsel; County
Administrator Mike Maier; and other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of an update of a feasibility study for the new Fairgrounds. Various
members of the Fair Board indicated how much funding they needed, and what
the study would encompass. The Fair is in the Governor's economic development
package, but the Economic Development Committee needs to approve this at the
State level.
The County owns the old site and needs to decide what to do with it.

There has been some interest in the old site, but most inquiries are for small
pieces of it and not the whole acreage. The group needs to know the costs of
relocation, and won't know this until the engineering study is done.
Brad Chalfant, County Property Manager, gave a lengthy overview of potential
uses of the old site and who has expressed an interest in it. The County is asking
for a license for part of the land near the airport, possibly for parking, since it is
subject to restrictions from the airport. He is working with the City and State on
the entire project.
Discussion of the underground fuel storage tank program with the DEQ, and
taking fuel -saturated soil to Knott Landfill. Staff from DEQ gave a lengthy history
of the federal program and how the State is to deal with it. Currently, it is
estimated that at least 50% of fuel storage tanks are or have been leaking at some
point. They want to keep this contamination out of the groundwater.
Only one landfill in the Willamette Valley or sites in Arlington meet the criteria, so
it makes sense to be able to handle it locally. It would be up to the County as to
where the soil would be accepted from. Mr. Maudlin asked how much there is
known or estimated to be. The County takes in asbestos material now, but only
from Deschutes County.
Staff said this soil can be used for cover material, but this requires special
permitting from the DEQ. One way to treat the waste is by heat. Nature
eventually takes care of it if it doesn't get into the aquifer. It is not anticipated to
be hazardous to employees working there.
The Board is open to developing this program, but wants to limit it to Deschutes
County. They also want to be sure there is a positive revenue stream, to make it
worthwhile. Mr. Maudlin indicated that he would consider material from the tri -
county area if it is a positive program and if there is capacity.
Staff said they will put some numbers together, but no one has any idea of
volume, so they will use a maximum amount number for estimation purposes.

DEQ representatives asked what is going on with the old demolition landfill site.
They are getting calls from people in the area. They would like to see the soil
stabilized and closing off the old portion, and close the new portions as things
progress.
They are concerned about the amount of water that might be used and having
that water enter into the waste, speeding up decomposition. They want to be
sure that having ballfields or a similar use there won't cause problems.
Pre-stressable and non-pre-stressable waste matter were discussed. Household
garbage breaks down faster. This is a problem at the Skyliner Park area now,
which was an old city landfill. This means a lot more maintenance.
Discussion of authorization for appropriate land use action to establish the right
of way for Reed Road in La Pine, around the railroad, so that the BLM can transfer
the area to the County. This situation requires a land use action so that a road
can be built.
Discussion of a request to file a variance to road standards with CDD regarding
Brookswood Road. This is part of the five-year road improvement program. The
area is primarily not developed at this time. This means they can have a reduced
road standard regarding depth of pavement and no curbs. This requires a public
hearing. This would allow another way out, and may be changed eventually as
part of the overall Bend Parkway plan.
Resolution 91-004, initiating proceedings for the Antler Lane LID. There are 46
lots with 28 signatures in favor. There was discussion regarding Measure 5
impacts, bonding efforts, and how Public Works can fund this and similar projects
in advance.
Discussion of authorization of a final land use action to modernize and relocate
Twin Bridges Road.

Discussion of how to handle an operational cost deficit for recycling programs.
Public Works will be perhaps $50,000 short. Education on recycling continues but
seems to be working better in other locations than here. The new rate
adjustment will eliminate some of this problem. The Department will have to
take funds out of reserves for the short-term to handle the deficit.
Mr. Throop said this is not just a recycling issue. It is a landfill management
systems issue, which includes diverting material from the landfill. They will save a
lot of money long-term by extending the life of the landfill.
Staff rpesented information on an internal recycling program in one of the County
departments. They would like to encourage this in other departments. The Board
was asked to make recycling and waste reduction efforts a priority within its
departments, and establish a task force to develop the program.
Mr. Throop was very supportive of this idea. It will set a good example for the
general public as well. The Board will present this at the next department head
meeting.
Discussion of adoption of a use of force policy as part of the Community
Corrections program. Caseloads used to be at 130 per parole officer, which
necessitated mostly office visits, but now they are down to about 75 cases so the
officers are in the field more. They are at a much higher risk in the field. They
need to know whether they can use force in this type of situation.
These officers have gone through the same training as regular deputies, but need
to know what to do in the field when faced with a dangerous situation. They
already carry weapons. (A long discussion ensued.)
Discussion of a personal services contract for sex offender treatment services for
Corrections.

Discussion of housekeeping ordinances, amending the solid waste ordinance,
which has been distributed to all the franchisees and other parties for their
review.
Discussion of a decision relating to the final hearing on the manufactured housing
ordinance.
Discussion of a letter from the Eastern Oregon Alliance regarding their next
regular meeting, February 7 in John Day.
Discussion of a letter regarding the group called Community 2000. Patty Moss of
the Bank of the Cascades heads it up, and they are working on the process.
Discussion of the USFS Crane Prairie boat dock and ramp project, which
apparently won't be funded in full.
Discussion of attending an upcoming meeting of the Juvenile Justice Coalition in
Salem.
Discussion of the local government column in the Bend Bulletin, and how it is a
positive thing. The cities, hospital, county and other entities rotate their input for
the column.
Discussion of coordinating criminal justice activities at the State level, and the
appointment of a crime and criminal justice liaison for this, to report to Governor
Roberts.
