A meeting of the Board of County Commissioners was held on January 29, 1991. Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick Maudlin. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of a final public hearing regarding the land exchange for the Cross memorial park, which is an exchange for the La Pine transfer station site. An Order to establish County -maintained roads. These are due to the completion of various local improvement districts. Discussion of a declaration of dedication to provide legal access to Bend Metro Park and Recreation District, and allow for an eight -inch water line extension to the demolition landfill on Simpson Avenue. It will be at the BMX facility. Discussion of signature of Order 91-021, establishing a road named Sunny Graze Lane. Discussion of the reappointment of Sam Burns to the Redmond Urban Area Planning Commission. A brief discussion of the use of force policy, which will be discussed further tomorrow morning. Discussion of signature of a Mylar for River Village Condominiums Stage 6, in Sunriver. Discussion of minor partition 90-37, creating two parcels along Gosney Road for Lucy Lane. These parcels will be slightly over twenty acres each in an EFU-20 zone. Discussion of a subdivision plat for Stone Ridge Subdivision in Sunriver. Discussion of the appointment of Lou Zetta to Newberry Estates Special Road District's Board of Directors. Discussion of the reappointment of Alma Hudson to Bend Cascade View Tract 2 Special Road District. Update by Brad Chalfant, who wanted to report on the recent Sheriff's sale. They will continue accepting written bids each of the next two Fridays. They sold 17 properties, but the high bidder did not come through with funds. Therefore, these properties will go back on the list. They took in $141,400. The process will be revamped for future sales to avoid this. He is waiting to hear back from the Sheriff as to how much was in cash and how much would be paid on promissory notes. Discussion of the appointment to the Central Oregon Intergovernmental Council Board. Discussion of a development agreement for Bend Marine Center, which was previously the Blitz distributing center on south 97. A lengthy discussion of a meeting tomorrow regarding a decision on surface mining sites. Ms. Schlangen was asked if she is up to date on this issue, because it might be a split vote. Discussion of an upcoming meeting with the elected officials. Discussion of AOC recommendations on a variety of legislative issues, including Justice Court. Discussion of an upcoming meeting regarding community action planning with the City of Redmond. Discussion of the Sunriver incorporation issue, which has become more of a priority. Mr. [sham explained that it is very complicated and controversial within the community. The County is going to get pulled into it, and needs to be kept up to date on what is happening. Mr. (sham said the County did all of the work regarding the proposed incorporation of La Pine, so he is familiar with the process. The County was supportive of this, but it didn't happen. The County won't have the resources to put all of this together for Sunriver, however. Discussion of the urban growth management process and the County's position in this issue. A lengthy discussion of the Board establishing goals and objectives. This was to be done right after the first of the year. There may be just one objective, to hold the line on everything. Discussion of calls from constituents regarding the signal lights on Third Street not being well synchronized. Mr. Throop got an information packet from the Highway Division detailing everything they need to know about this issue. Discussion of an upcoming meeting regarding geothermal uses and Newberry Crater. Discussion of a letter from the Oregon Nurses' Association regarding budgetary cuts that will impact the quality of health care. This relates to cuts resulting from the passage of Ballot Measure 5. Discussion of whether to approve a permit technician position in Community Development.
