DESCHUTES COUNTY BOARD OF COMMISSIONERS

A meeting of the Board of County Commissioners was held on September 8, 1992.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick
Maudlin. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; and other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of an amendment to a personal services contract for Conservation for
Central Oregon, dba Bend Recycling. This is for education and training to meet
State requirements. This is the fourth year.
Discussion of an agreement with ODOT regarding the purchase of crushed rock,
purchasing through the State to save money.
Discussion of a contract with Ralston and Barber for the purchase of advertising
media time for the year, for solid waste recycling.

Discussion of the establishment of a $100 petty cash fund for the Health
Department.
Discussion of establishing a fee for family planning devices (IUD's). This is being
purchased through Multnomah County.
Discussion of an amendment of an intergovernmental agreement with the State
of Oregon for health services.
Discussion of an agreement for treatment foster care, for clinical training of foster
parents.
Discussion of a child care block grant through the State, including some support
for transportation.
Discussion of extending contracts with doctors for psychiatric care for clinic
clients. The cost is $85 per hour.
Discussion of an upcoming meeting with the Pew Charitable Trust regarding
certain health services.
Discussion of a public hearing on the annexation of Plateau Estates near Redmond
into Rural Fire Protection District No. 1.
Discussion of a development agreement for Ken Purkey as a condition of approval
for LM -92-27 for property on Rock Island Lane. This is a landscape management
agreement, in Plainview Ranch outside Sisters.
Discussion of tax refund Order 92-103.
Discussion of a liquor license for La Pine Mini -mart.
Discussion of a City of Redmond plat for Hayden Village Subdivision.
Discussion of an offer to sell property to the County. The property is located
where the new jail would be located. This would require land use action if the
Board wants to consider it.

Mr. Maudlin does not feel that the County needs any more land there. The owner
heard that there might be a work release program at the jail, and is now
concerned about her safety. Mr. lsham indicated that it might be a good idea to
have additional property for possible future uses. (There was a lengthy discussion
at this point.)
Discussion of a note from a citizen regarding concerns about burning in the lower
bridge area. Some people think that this should require a burning permit, and
citations if one is not given. The process has been informal, with people getting
verbal permission from the fire protection district or other agencies ahead of
time. This problem only comes up once in a while.
Discussion of City and County projects regarding forestry receipts and what they
are used for. Mr. Throop said there was never an agreement for this. Each
agency should fund whatever is in their jurisdictions. The City annexed some
property off Butler Market Road and Reed Market Road, so the project list is not
current.
There was a long, heated discussion regarding this not being in writing, and the
City assuming that the County is responsible for projects that are now within the
City limits. This is also related to the Parkway project. There was only a
discussion and nothing was approved by the Board.
Mr. Throop said this is just one of several issues they are dealing with that have to
do with the City of Bend. There have been some discussions regarding whether
to meet on a monthly basis to work on the urban growth boundary, systems
development charges, road funding, law enforcement services and other common
issues. Mr. Maudlin stated that the last couple of meetings they had with the City
turned out to be a waste of time.

Discussion of an upcoming decision on the Fennel remand issue.
Discussion of an upcoming work session on destination resort mapping.
Discussion of an upcoming meeting regarding construction of the new jail.
Discussion of the withdrawal of a land use application meaning that there is no
longer a hearing needed; the applicant has asked for a refund of the appeal fee of
$750. There was disagreement on this, and whether they should deduct part of it
for notice fees.
