A meeting of the Board of County Commissioners was held on February 19, 1991. Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick Maudlin. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of upcoming meetings with department heads, and the Public Works and Mental Health departments. Discussion of highway bridge replacement funds for the replacement of Spring River Bridge (also known as Harper Bridge). It has a weight limit on it now and the State has it scheduled for improvement in 1993-94. It would be paid for 80% federal, 10% state and 10% local funding. The total cost would be about $800,000. Discussion of a dedication of 30 -foot strip of land for a road right of way. Discussion of a cooperative agreement with the State Highway Division regarding rules and relationships on various projects. Discussion of a personal services contract with Joseph Matthews for computer consulting at the Library. Discussion of declaring surplus property for Public Works (chairs, desks and other equipment) for the Rosie Bareis Center. Discussion of granting two power line easements for Central Electric Cooperative. Discussion of reappointments to the Special Transportation Committee. Discussion of a personal services contract with Century West Engineering for the La Pine Sewer project, phase 2. Discussion of a tax refund order. Discussion of a minor partition creating two parcels off Butler Market Road for Scott Oakley and the McFarlands. Discussion of agreements between the District Attorney and the City of Sisters and the City of Redmond regarding civil forfeitures. Discussion with citizens regarding the BMX racing proposal at the demolition landfill. There have been various changes at the request of Bend Metro Park & Recreation District, regarding what lands will be used for what purpose. There are concerns about providing water service at the BMX site. The Board has already taken action on some of the land transfers, but these were not yet recorded because of issues between the Parks District and the BMX group. BMX plans on being open this summer and are hosting a regional event there, so this needs to be resolved. They will want some irrigation and water to support restrooms. The Public Works Director does not like the idea of providing public services to a private enterprise. He feels the County is trying to figure out a way around normal procedures. There was a lengthy discussion regarding providing water, who does it and when, and how this can be handled between private and public entities. Discussion with the District Attorney and staff regarding funding for child support services. D.A. Mike Dugan went into lengthy detail about how support services were established and how it has been handled since then. Discussion of the Baylor report and long-term staffing, funding, capital improvements and facilities for the D.A.'s office. Discussion of forfeiture of assets and how much of this goes to the District Attorney's Office. Mr. Dugan said that he has not seen any of this revenue come to his office. Mr. Maudlin stated that he doesn't see this the same way. He doesn't see that the attorney assigned to support is billing for his time as he should. Mr. Dugan stated that a full-time attorney is not needed, even though that is how the program was first established. Staff said they will not make the books look like the attorney is working on just support when he is working half of the time on other cases. (A long, heated conversation then took place, for one and one-half hours.) Mike Maier will meet with the D.A. and discuss the total budget at length, and report back to the Board.
