DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
November 30, 1992; 10:00-11:15 AM.
A meeting of the Board of County Commissioners was held on November 30,
1992. Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick
Maudlin. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; and other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a public hearing concerning the Shepherd of the Mountain Lutheran
Church's request for a text amendment to Title 18, to include churches as a
conditional use in the multiple family residential zone. There was no appeal filed.
It is a legislative amendment.
This is site specific to a parcel that was annexed into the Sunriver District in 1989.
Similar types of zones in the County do allow churches.

Discussion of a request for a text amendment to Title 18 allowing forest
management dwellings on parcels for which preliminary approval for land division
was received prior to April 15, 1992. Approval was granted for a partition and
one forest dwelling in March 1992.
The question is whether this was 'lawfully created' and whether that means
tentative approval or final approval. The request is to change the language to
accept tentative approval. There is only one other parcel that would be affected
by this, owned by Crown Pacific. The Planning Commission recommended
approval. (There was a lengthy discussion about this issue.) The area is known as
Bull Springs.
Discussion of signature of an acceptance of a deed from Squaw Creek Canyon
Recreation Estates. There is some concern because there is an LID process now
happening in the development. This is the Park's dedication as a part of the
subdivision. They were designated on the plat that they would be used for a
public park and were to be dedicated to the County.
Mr. Isham said they aren't automatically subject to assessment. The lots can be
held in reserve for a future park. The LID can be set up to not include these
particular lots. Mr. (sham said the landowner can change his mind if the County
doesn't act. He suggested that it would be a better process to accept them now
and not potentially have an awkward situation in the future.
Discussion of two tax refund orders.
Discussion of approval of out of state travel for the Health Department. Diana
Pickett said they want to send Donna Coe to the annual conference in Chicago,
related to perinatal education and addiction. The Board was supportive.
Discussion of a housing development grant program support letter to support
COCAAN for a federal grant request.

Discussion of a license to use a right of way on Bowery Lane. This relates to
access to a water well. The well was drilled about four feet off the people's
property. The Board was supportive.
Discussion of signature of a plat for Riverview Vista Estates Phase IV, creating 13
time share lots within Eagle Crest destination resort.
Discussion of upcoming meetings with various departments.
Discussion of a draft letter to the La Pine Economic Development Board regarding
their role in the industrial park.
Discussion of a conversation with COIC regarding the Morlock (?) loan. They are
working with creditors to try to rewrite their credit. They are now up to 22
employees and are manufacturing closure strips for corrugated roofing, using mill
fallout material. They have not paid against principal since April 1991, but
interest is current for this year. They would like a five year loan extension at
about $600 a month. It is probably better to restructure the loan. The Board was
supportive.
Discussion of a meeting with the COCC Board to discuss the library coordination
project.
Discussion of a letter regarding the ESD building.
Discussion of the proposed employee alcohol and drug policy. This will be
reviewed at the next department head meeting.
Discussion of the Basin Resource Committee's comments on wild and scenic
designation.
Discussion of approval of a site plan request for a funeral home on Finley Butte
Road.
Discussion of having someone take over the maintenance and operation of the La
Pine Cemetery.

Discussion of the draft five-year major road capital improvement program. Larry
Rice of Public Works gave a lengthy summary of the program. Mr. Maudlin said
that the program seems to only include four years. Mr. Rice stated that some of
the projects will just move forward for another year. A lengthy discussion then
ensued.
There was a discussion about the Knott Landfill site closure process, which will
begin in 1993, and funds will be added for siting and acquiring a new landfill site.
Next year they will ask for $250,000 to purchase consulting services for site
feasibility. They will need to decide whether to find a new site or haul trash
someplace.
There was a discussion regarding a Humane Society incinerator. It is zoned for
placement there. Mr. Maudlin is concerned about the smoke blowing towards
the new school site across the road. Mr. Rice said this already went through the
complete hearing process.
