Also present were Tom Anderson, County Administrator; Erik Kropp, Deputy County Administrator; David Doyle, County Counsel; and Laura Skundrick, Board Assistant Secretary. No representatives of the media were in attendance and no other citizens. CALL TO ORDER: Chair Baney called the meeting to order at 10:O1am. PLEDGE OF ALLEGIANCE CITIZEN INPUT: None was offered. CONSENT AGENDA Before the Board was Consideration of Approval of the Consent Agenda. Commissioner Baney suggested approving minutes as a block to allow discussion and consideration of consent agenda items 1, 2 and 3 separately. HENDERSON: Move approval, Items 4-7. Move approval of minutes of the April 17, 2017 Work Session Chair Baney offered time for commissioners to ask questions regarding Item 1, Consideration of Board Signature of Order No. 2017-011, Reimbursement by TID of Cost of Abating a Road Hazard. Commissioner Henderson wanted to ensure specific wording was clear and accurate. County Counsel Doyle agreed the document style can be revised to avoid speaking in the negative, and will address Commissioner Henderson's concerns with some minor wording changes. Chair Baney confirmed this item will come back in the future. Item 2, Consideration of Board Signature of Document No. 2017-158, Saving Grace Grant Amendment, was also discussed. County Administrator Anderson explained this amendment extends time period and funds. Commissioner Henderson asked for clarification where the funds originate and Chair Baney suggested the language in the document summary could be strengthened to reflect this information and Commissioner DeBone agrees. County Administrator Anderson acknowledged the need for that information and will follow up with an email. DEBONE: HENDERSON: Move approval. Second. Item 3, Consideration of Board Signature Document No. 2017-261, Public Health Advisory Board Bylaws, was explained by Tom Kuhn, Community Health Manager at Deschutes County Minutes of Board of Commissioners' Business Meeting May 22, 2017 Page 2 of 6 Health Services. He provided the purpose of the bylaws and confirmed there are additional items since their last meeting with the Board, just very small language edits. HENDERSON: Move approval. DEBONE: Second. Consideration of Board Signature of Document No. 2017-291, Special Transportation Fund Grant Agreement Ms. Ure explained the purpose of Special Transportation Fund (STF) dollars awarded by the state and thc process to determine fund use. The agreement for review today is the result of a Deschutes County solicitation process and ODOT grant application for transportation services focusing on the elderly and disabled populations. This two year agreement would allocate funds as follows: $4,000 as Deschutes County administrative fees; $43,802 to Abilitrec; $80,000 to Opportunity Foundation of Central Oregon; and $701,548 to Cascades East Transit. Sub - agreements will be developed between Deschutes County and those named agencies. Commissioner Henderson asked if the racial impact statement on the agreement is required, which Ms. Ure explained is a federal requirement that gets passed through as a state requirement. Commissioner Henderson asked if the contract is limited to persons with disabilities, to which Ms. Ure explained the population for STF doesn't change from year to year and is always elderly and disabled, and this requirement is likely on any transportation contract with ODOT. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for the 9-1-1 County Service District, in the Amount of $61,508.22 DEBONE: Move approval, subject to review. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for the Extension/4-H County Service District in the Amount of $3,620.10 DEBONE: Move approval, subject to review. Before the Board was Consideration of Approval of Weekly Accounts Payable Vouchers for Deschutes County, in the Amount of $2,707,662.67 and $799,026.26 in disbursements, with $913,944.89 in Trust Accounts. DEBONE: Move approval subject to review. HENDERSON: Second. County Administrator Anderson explained the expenditures are mainly routine, with the addition of some elevator repairs in the courthouse. Motion Carried OTHER ITEMS • Joint Committee on Marijuana Regulation Letter: County Administrator Anderson explained several edits made to draft letter for the Joint Committee on Marijuana Minutes of Board of Commissioners' Business Meeting May 22, 2017 Page 4 of 6 Regulation, now for review. Commissioner Henderson would like to add specifics about the many efforts made by the commissioners, and Nick Lelack confirmed he will edit the letter as discussed here today and bring it to the afternoon work session. • Senate Bill 634: Commissioner DeBone explained Senate Bill 634 for Woody Biomass is scheduled for public hearing in the House Committee on Energy and Environment this afternoon. He provided background on the bill and would like to propose sending a letter of support before the hearing. There have been no changes to the letter since the Board previously approved and sent it to the house committee, but this would be re -addressed to the senate. DEBONE: Move approval. Maui County, Hawaii Visitors: County Administrator Anderson added that Deschutes County received a letter from Maui County Hawaii contingent, requesting to tour Deschutes County facilities. Chair Baney suggested that Commissioner DeBone lead the tour, as he previously lived in Hawaii, and Chair Baney and Commissioner Henderson would like to mcet the visitors as well. County Administrator Anderson confirmed he will work with Commissioner DeBone for scheduling. • Response to Citizen Questions: County Administrator Anderson also mentioned he's drafted a response to Mr. and Mrs. Dorgan questions to the county, to be reviewed and discussed at the afternoon work session. • Hospital Facility Authority Meeting: Chair Baney noted she attended her first Hospital Facility Authority meeting today, where they provided a great overview of information which she offered to Commissioners Henderson and DeBone if interested.
