DESCHUTES COUNTY BOARD OF COMMISSIONERS
MONDAY, JULY 17, 2017
Commissioners' Hearing Room - Administration Building - 1300 NW Wall St., Bend
Present were Commissioners Tammy Baney and Phil Henderson. Commissioner Anthony
DeBone was absent. Also present were Tom Anderson, County Administrator; Erik Kropp,
Deputy County Administrator; David Doyle, County Counsel; and Sharon Ross, Board Executive
Secretary. No representatives of the media were in attendance.
CALL TO ORDER: Chair Baney called the meeting to order at 10:03 a.m.

Before the Board was Consideration of Approval of the Consent Agenda.
HENDERSON: Move approval of Consent Agenda minus Items 4, 5, and 9 as pulled for

12. Consideration of Chair Signature of Document No. 2017-439, Enterprise Zone
Abatement, Zone Sponsor Approval
Jon Stark, Redmond Economic Development (EDCO) and Ryan Culp of La Pine EDCO
presented the item for consideration. This opportunity provides extension of the typical
three years tax abatement for the greater Redmond enterprise zone. In Redmond there is
longer incentive offered based on numbers of jobs created and this particular agreement
asks for a five year term.

13. Consideration and Signature of Resolution No. 2017-039, Creating a Change Fund
for the Gate Activity, Increasing the Change Fund, Increasing the Imprest Checking
Account for the Food & Beverage Activity and Increasing the Petty Cash Fund for
the Duration of the Annual County Fair
Dan Despotopulos, Fair and Expo Director, and Wayne Lowry, Finance Director
presented this item for consideration. This item relates to the cash required for change
funds needed at the gate admission and for food and beverage activity at the 2017
Deschutes County Fair.

14. Consideration of Board Signature of Document No. 2017-474, a Contract Between
Deschutes County and AFSCME
Erik Kropp, Deputy County Administrator and Geri Hauser and Jim Vernon, AFSCME
Union representatives presented this item for consideration. Bargaining sessions began
February 28th and Mr. Kropp reviewed the highlights of the proposed contract. Ms.
Hauser pointed out the union's concern of fair share and suggested that the Board
proceed outside of AFSCME's ratification and authorize fair share at 50% + 1.

County Administrator Anderson noted as part of the new radio system the Road
Department will also receive radios.
