Commissioner Anthony DeBone was absent. Also present were Erik Kropp, Deputy County Administrator; David Doyle, County Counsel; and Sharon Ross, Board Executive Secretary. Attending for a portion of the meeting was James Lewis, Property Manager and three citizens. One representative of the media was in attendance. CALL TO ORDER: Chair Baney opened the meeting at 1:34 p.m. ACTION ITEMS 1. Consideration of Document No. 2017-416, IGA Advanced Planning Fee and SDC Collection Services Nick Lelack, Community Development Department Director, presented the IGA with City of La Pine noting this is a routine collection of system development charges and this agreement allows Deschutes County to charge back for administrative and credit card fees. Consideration of Process for Lot of Record Amendments, Withdrawal of First Lot of Record Amendment Legal Counsel and Planning staff are working on two Lot of Record amendments. The first amendment is intended to address a frequent issue that Planning staff encounter on a daily basis and would add language in the lot of record definition. The second amendment reworks the lawful creation of units of land validation in the permit process. The draft amendment will be presented to the Board for consideration on July 17th. Upon the Boards consideration, the comprehensive amendment would then be referred to the Planning Commission. Chair Baney expressed support. Mr. Doyle noted the 35 -day notice would then be posted. Mr. Lelack presented a letter regarding lot of record reimbursements. The Board supported the letter as amended with suggested revisions. Mr. Lelack reported there would be 126 refunds for a total amount of $75,000. OTHER ITEMS: 3. Homeless Camps in Redmond James Lewis, Property Manager and Larry Roofener and Brian Meece representing Central Oregon Irrigation District were present and updated the Board. COID is marketing the 196 acres for sale. The sale of the property will assist with the piping of the canal systems. There is approximately 200 homeless that are camping on the property with vehicles and recreation vehicles. Over the past year discussions have been held with Deschutes County departments relative to safety and sanitation/public health concerns. Mr. Lewis commented the most effective solution for the property would be to eliminate vehicular travel in this area. A draft management plan was presented at the joint city council meeting with the City of Redmond. Mr. Lewis has met with various agencies that work with the homeless in the county for options for the people when they are vacated from the property. Commissioner Baney spoke on public safety and wildfire concerns, and law enforcement. Commissioner Henderson inquired on the plan of road closures. Mr. Minutes of Board of Commissioners' Work Session July 12, 2017 Page 2 of 4 Lewis noted the goal will be to block roads and also provide gated access to provide accessibility for emergency services agencies. The primary goal is to stop the influx and then to practically manage it. COID is planning to main ingress and egress points and then install gates for safe access. Mr. Lewis will provide the Board with the timeline of the process including shelter options. The Board expressed support in proceeding. In concerns of wildfire, COID has contacted Ed Keith, County Forester for grant opportunities for fuels reduction on the property. Commissioner Baney asked Erik Kropp, Deputy County Administrator to contact Mr. Keith regarding fuels reduction options and discussions with COID. 4. Oregon Medal of Honor Highway Event Mr. Kropp was contacted by Dick Tobiason requesting the County host a bill signing event to honor veterans on Tuesday, July 18th at 4:00 p.m. in the DeArmond Room. Calendar invite has been posted. At the time of 2:45 p.m., the Board took a recess. The meeting reconvened at 2:53 p.m. EXECUTIVE SESSION: At the time of 2:53 p.m., the Board went into Executive Session under ORS 192.660 (2) (d) Labor Negotiations and ORS 192.660 (2) (e) Real Property Negotiations.
