2017-536-Minutes for Meeting September 20,1993 Recorded 8/22/2017Recorded in Deschutes County Nancy Blankenship, County Clerk Commissioners' Journal 12111111111111111111111 111 CJ2017-536 08/22/2017 2:55:34 PM Deschutes County Board of Commissioners Bend, Oregon DESCHUTES COUNTY BOARD OF COMMISSIONERS Audio Cassette Recording Titled: WORK SESSION September 20, 1993; 10:00-11:15 AM. A meeting of the Board of County Commissioners was held on September 20, 1993. Commissioners present were Nancy Pope Schlangen, Tom Troop and Barry Slaughter. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff, representatives of the City of Bend, and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of a public hearing on Order 93-186, a proposed exchange of property with Ronald and Lois Richardson. This is a part of the Brookswood Boulevard construction project. Staff explained the timeline for the completion of the project. Paving should take place no later than November 15. Transcription of Audio Recording of a Work Session, September 20, 1993 Page 1 of 4 There will be a future meeting with people living in the area regarding signage for the school, street striping and other issues. Commissioner Throop said he did a lot of bicycling riding over the weekend and was appalled at the condition of some of the bike lanes; in particular on Johnson Road and O.B. Riley Road. He asked if the debris and other issues would be addressed. Staff said they had not received any other complaints. They are having broom equipment problems but will do whatever they can to fix the problem. Discussion of the award of contract to Jay Bruener for the construction of the animal crematorium for the humane society. Staff referred to the project as the 'kitty cooker' (poor taste). Discussion regarding a decision regarding the no shooting corridor on the Deschutes River. Staff said there would be a similar closure on Forest Service land so that it is consistent. There was a lengthy discussion about mapping, signage and enforcement issues. Discussion of approval of Resolution 93-096, proclaiming the week of October 2-9 as Recycling Awareness Week. Members of the Recycling Team gave a lengthy overview of the many activities to take place during that week. Discussion of the OSU/Extension Service budget, regarding the filling of a staff position; as well as rumors Mr. Throop has heard that the employee who left was made so uncomfortable that she was forced to resign. Staff said that there has been communication in writing with the Board regarding the position. And he disputed the comment about the situation around the resignation of the employee. He said the Board is invited to come to their meetings, and minutes of those meetings are sent as soon as possible to the Board to review as well. Transcription of Audio Recording of a Work Session, September 20, 1993 Page 2 of 4 There was a lengthy discussion about the position and whether it should be part time, because it is temporary unless more adequate funding is received from the State or through the new tax base. Staff said the person was under a lot of stress because of the questionable funding, and wanted more assurances. It had nothing to do with the person but with the position, that has had uncertain funding tied to it all along. Mr. Throop did not like how this was handled and felt any changes like this should have come to the Board first. There was a lengthy, heated argument between the staff person and Commissioner Throop. Commissioner Schlangen asked that a meeting be set up with the advisory board to get to the bottom of the issue. Discussion of approval of liquor license application renewals for Newport Chowder Bowl in Sunriver and the Terrebonne Dinner House. Discusison of approval of a cost -share agreement for completion of an erosion control study and brochure. This study began in 1987. Discussion of General Policy 93-09-01, the use of County owned vehicles. Mike Maier provided an overview of changes to the previous draft. Discussion of signature of Order 93-203, assigning the name of Promise Lane to an unnamed road. Discussion of approval of an Ordinance to clarify the building code, regarding occupancy requirements and limitation. Discussion of upcoming meetings: Liaison; Community Development; the Jail programming meeting; and a meeting with Sunriver representatives. Discussion about adding back a half-time position at Public Works.
