A meeting of the Board of County Commissioners was held on December 6, 1993. Commissioners present were Nancy Pope Schlangen, Tom Troop and Barry Slaughter. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of a public hearing on the formation of the Port of La Pine. Discussion of approval of an intergovernmental agreement with the Bend -La Pine School District regarding Mental Health services. Discussion of a public hearing regarding a plan amendment and zone change at Deschutes Junction. Discussion of signature of an intergovernmental agreement with the State Department of Corrections, to comply with changes at the State level. Discussion of signature of Order 93-217, authorizing the refund of taxes. Discussion of Swalley Irrigation District formation election. Discussion of bonding issues regarding the non-profit Healy project. A lengthy discussion of system development charges for parks will be handled at the County level. Discussion of an agreement for program supervision within the Mental Health Department. Discussion of approval of an intergovernmental agreement with the City of Redmond for limited engineering services for about the next six months. Both the City and the County will share the services of a likeable young engineer, George Kolb. The County would like to hire him full-time if possible. The City has to decide whether they will need a full-time engineer. Discussion of reviewing draft findings and decision for the Sunriver incorporation issue. Rick Isham gave a lengthy overview of the process. Discussion of establishing a policy for unencumbered or undocumented structures. This has to do with the Central Oregon Builders' Association. Discussion of the recruitment process for the new Community Development Director position. Mike Maier explained that they have sent out over 150 applications. He hopes they can screen the applications and begin the selection process in earnest after the first of the year. He will develop some additional questions for the response of applicants. The Board will come up with names of people to be on panels for the interview process. Several departments have asked for exceptions to this policy, but he does not encourage allowing this. There should be plenty of time to plan, and this is no surprise.
