DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
December 20, 1993; 10:00-10:45 AM.
A meeting of the Board of County Commissioners was held on December 20,
1993. Commissioners present were Nancy Pope Schlangen, Tom Troop and
Barry Slaughter. Also in attendance were County Administrator Mike Maier; the
media, other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of an upcoming public hearing on Order 93-226, the Westland
annexation into Rural Fire Protection District #2.
Discussion of a decision on a plan amendment and zone change at Deschutes
Junction for the Fagens.
Discussion of acceptance of a warranty deed for right of way acquisition on
Powers Road.

Discussion of insurance requirements for a sub -grant agreement between the
Children & Youth Services Commission and the Redmond Community Action Plan.
Several people were in attendance and spoke about the contract.
The main concern was whether there is workers compensation and liability
insurance. The Board was advised that they have no insurance, and consist solely
of volunteers. They hope to fund a staff person for 80 hours a month, so had
applied for the grant. They received an award of about half of what they
requested. They want the person to be hired under contract and therefore be
self-insured.
When the group is able to grow, insurance is one of the things that they hope to
be able to provide. Mr. Throop expressed concern of whether this person might
be classified as an employee. Rick Isham, County Counsel, was not in attendance
to answer this question. This will be addressed later in the week.
Discussion of the possible sale of a remainder parcel to an adjoining owner near
Masten Road in La Pine. Staff explained the parcel is an odd size and the party
adjacent to it under an erroneous deed and survey, built their garage so that it
encroaches somewhat on this property, and the septic system is very close to the
line.
The property was foreclosed on by the County in 1991 after the owner died. The
County can sell a remainder parcel like this at a private sale, since it is not
buildable and the value is less than $5,000. It also presents some management
concerns for the County. The parties already paid for more than one survey and
other expenses, and have been working on solving this problem since 1988. Staff
recommended selling it for the taxes owed and other transfer costs. The Board
agreed.
Discussion of approval of a number of appointments to the Deschutes County
Commission on Children & Families.

Discussion of the appointment of Dr. Patrick O'Rourke to the Deschutes County
Library Board of Trustees.
Discussion of approval of the appointment of Bernetta Minton to the Lazy River
South Special Road District board of directors.
Discussion of the La Pine Special Sewer District's request for annexation of the La
Pine Industrial Park into the District. The La Pine Economic Development Board
sent a letter asking the Board to make a formal request in this regard. They want
to bring the Park into the District all at one time, but will sell the properties in
phases. Mr. (sham had some concerns, so this might need to be delayed until he
is present.
Discussion of the appointment of Kit Osborne to the Redmond Airport
Commission.
Discussion of approval and signature of the final plat for the Courtyards at Broken
Top, for 28 units.
Discussion of upcoming meetings with Community Development
