A meeting of the Board of County Commissioners was held on November 1, 1993. Commissioners present were Nancy Pope Schlangen, Tom Troop and Barry Slaughter. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of a continued public hearing on a plan amendment and zone change at Deschutes Junction for the Fagens. Discussion of the presentation of an award to Josh Marquis, a Deputy District Attorney for Deschutes County, by Ron Pugh of the U.S. Forest Service. Mr. Pugh said he represents the International Association of Arson Investigators, and they are recognizing Mr. Marquis as outstanding prosecutor, and as a real asset in prosecuting various arson cases, including some from the past. The Board allowed two of the bidders to explain their bids at this time. It was decided that this will be taken under advisement, but it is likely that this will be subject to an additional bid process. Discussion of signature of a personal services contract with Black Butte Ranch Corporation for snowplowing McAlister Road. Discussion of acceptance of a warranty deed from Donna Green, regarding a right of way on Powers Road. Discussion of acceptance of a warranty deed from Timber Hill Corporation for right of way acquisition on Brookswood Boulevard. Discussion of signature of a computer refinance agreement for data processing. They are paying 7.9% which is too high. Discussion of signature of Ordinance 93-055, amending code to define the usual days and hours operation for Deschutes County. This is housekeeping to bring the County code to 7.5 hours a day. Discussion of signature of Order 93-210, changing the name of Hurricane Lane to Sky View Lane. Discussion of signature of Order 93-211, changing the name of a portion of Sizemore Road to Gist Road. Discussion of signature of Order 93-212, changing the name of Northwest Orchard Way to Northwest Orchard Drive. Discussion of signature of Order 93-213, changing the name of a portion of Ward Road to Groff Road. Discussion of a liquor license renewal for the Millican Store. Discussion of the amendment of Ordinance 93-051, establishing systems development charges for parks. Discussion of a meeting regarding the Commission on Children & Families. There will be a screening committee regarding members and the director of the local organization. The Commission also wants some help figuring out the budget process. They will also need a computer that connects to the County mainframe; however, there is not enough space for them at this point. All of the Commissioners want to be very involved with this group. A lengthy discussion on the future of the public library system, in particular in Redmond. Discussion of improving roads in Redmond: Antler Avenue, 19th and 25th Street, as part of a cost-sharing project.
