A meeting of the Board of County Commissioners was held on October 25, 1993. Commissioners present were Nancy Pope Schlangen, Tom Troop and Barry Slaughter. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; the media, other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of the continuation of a public hearing on a plan amendment and zone change proposed for Deschutes Junction for the Fagens. Discussion of a continued public hearing on the Big Falls Ranch Company's application. Discussion of a public hearing regarding the transfer of real property between the County and the Ungers, and signature of Order 93-197, authorizing same. This will be a facility to help Veterans eventually, and other County functions. Transcription of Audio Recording of a Work Session, October 25, 1993 Page 1 of 3 Discussion of a public hearing on an appeal by Lightheart of the Hearings Officer's decision of denial for a conditional use permit for a non-farm partition in the EFU zone. One of the issues is access to the three requested parcels. There is no statement of agricultural uses. However, they are on farm deferral, so this needs to be explained. Ms. Schlangen said she tried to view the property and noted that it doesn't have much, and nothing to sustain agriculture. Discussion of signature an agreement for the Cascades Lakes Highway overlay as a Forest Highway project. This is 100% paid for by the federal government as a high priority project. Discussion of approval of a personal services agreement with William D. Briggs, dba Adventures in Planning, for strategic planning consultation. This is for programs within the Mental Health Department. Discussion of Ordinance 93-051, establishing systems development charges for parks. Staff provided a lengthy overview of the item. It was decided that there should be a joint meeting with the City of Bend, since they deal with this issue more than the County does, and the desire is to be consistent when deciding on these charges. Discussion of intergovernmental agreements regarding vehicle forfeitures. Discussion of signature of a development agreement for James and Carol Newton for a 15 -space manufactured home park off Huntington Road in La Pine. Discussion of a sub -grant between CYSC and Central Oregon Community College, for the Together for Children program. Discussion of the rescheduling of the Board retreat. Discussion of Mr. Throop's meeting with three representatives of the Sunriver Incorporation Committee. They were primarily interested in the process to follow. He said he left the meeting when the subject matter went beyond the process part. Discussion of a letter than is going out to the 900 or so active real estate people in the County regarding the new DIAL system. A brochure has also been developed in this regard. Discussion of a remand by LUBA of the Sunriver Village decision. It could still be appealed at the Court of Appeals.
