DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
October 18, 1993; 10:00-11:00 AM.
A meeting of the Board of County Commissioners was held on October 18, 1993.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of period review with LCDC, which occurred last week. Mr. Throop
said that 1,000 Friends insists the property is 50 acres when the County knows it
is 23 acres. Their expert finally agreed that it is just over 22 acres after a long
discussion. Mr. Throop felt that the process went very well for the County, and
staff did a great job. Staff is still concerned about what LCDC might come up with
as this progresses.
Discussion of the award of bid for a portable air compressor. This is a new
equipment purchase.

Discussion of the award of a bid for two rubber -tired 4x4 tractors. These are
replacements.
Discussion of approval of Order 93-209, to abandon a local improvement district
(unnamed on the tape). There is support from 18 out of 35 property owners.
This is not a high enough number to allow the formation of the district to go
forward.
Discussion of the STF report.
Discussion of an upcoming meeting of the Solid Waste Advisory Committee. The
technical committee made up of four counties will meet afterwards. There was a
lengthy discussion about what the committee is doing, and the timeframe for its
recommendations.
A lengthy discussion with staff regarding what is going on in the Juvenile
Corrections Department:
Discussion of approval of a contract with State Juvenile Corrections for Parole &
Probation services.
Discussion of approval of renewal of a personal services contract with Doug
Rinethall, who provides skills improvement treatment for groups of youth.
Discussion of approval of two contracts, one with CYSC and the Sheriff's
Department and the other between CYSC and Healthy Start prenatal services.
Discussion of diversion services being provided in La Pine and Sisters; mostly this
is through volunteer efforts.
Discussion of signature of Ordinance 93-053, amending code regarding violations
of code and the Historic Landmarks Commission.

Discussion of the appointment of Manuel Funk to the River Forest Acres Special
Road District board of directors.
Discussion of approval of Amendment #1 regarding refinancing documents with
U.S. Bank, for 9-1-1 operations.
Discussion of the appointment of Susan Borgenson to the Vandevert Acres Special
Road District board of directors.
Discussion of the Housing Summit and a request for the County's participation in
developing policies and rules. Rick Isham will try to attend the upcoming
meetings.
Discussion of the tax coordination requirements per SB 59, which reinstituted
this. This needs to be done before December 1.
Discussion of approval of various citizen appointments to the Library Board of
Trustees.
Discussion of recruiting members for the YC 2K, in particular to address land use
and transportation issues.
Discussion of attendance at an upcoming event involving Central Oregon
Economic Development.
Discussion of the issue of pot-bellied pigs, and whether they are to be considered
livestock or pets.
