A meeting of the Board of County Commissioners was held on August 30, 1993.
Commissioners present were Barry Slaughter and Tom Troop. Commissioner
Nancy Schlangen was out of the office. Also in attendance were Rick Isham,
County Counsel; County Administrator Mike Maier; the media, other staff and a
few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of the swearing in of Kim Worrell as the new Deschutes County
Assessor.
Discussion of the APCO 9-1-1 benefactor award. The Director said she wanted to
thank all the 9-1-1 employees for their help with the 9-1-1 levy campaign. In
particular, she thanked Tom Throop and Susan Mayea of the Board's office. They
were therefore given the APCO award.

Discussion of a public hearing on Order 93-189, the proposed transfer of real
property to the Newberry Habitat for Humanity.
Discussion of a public hearing on the intention of exchanging real property with
Eugene Amy for the Brookswood Boulevard right of way.
Discussion of approval of Resolution 93-073, declaring the intent to exchange
interest in real property with William and Sharon Griswell (?). This has to do with
a conservation easement along the Deschutes River to connect some State
property. This land was previous inaccessible to the public visiting Tumalo State
Park.
Discussion of an Ordinance establishing systems development charges for parks in
the Bend metropolitan area has been delayed until late September.
Discussion of approval of Order 93-193, changing the name of McNaught Road to
Bear Creek Road.
Discussion of approval of Resolution 93-089, appropriating grant funds from the
State Marine Board. This has to do with improvement projects at Crane Prairie
Reservoir.
Discussion of approval of the appointment of Don Parsons to the Vandevert Acres
Special Road District board of directors.
Discussion of approval of liquor license applications for EIk Lake Resort, and for
Mt. Bachelor: Pine Mountain Lodge, Mini -Lodge, Nordic Lodge, West Village
Lodge, Sunrise Lodge; Green Acres RV Park, and Tom's Market.
Discussion of Order 93-194, setting the election for the formation of Swalley
Water District.
Discussion of having three Costco and Discover cards for County use to purchase
some general supplies and food products: Administration, the Health
Department, and the Jail. Mr. Throop said the County does have a firm credit
card system policy, and would like to discuss this further with Mike Maier and at a
department head meeting.

Discussion of concerns regarding the current status of the Bend Parkway project.
Commissioner Maudlin would like to discuss this with Bob Bryant of ODOT to
learn what changes might have to occur with their reduced budget. Mr. Throop
would like to include the City. The project is already a 1,337 day project, which he
feels is long enough.
Discussion of an upcoming meeting with District Attorney Mike Dugan regarding
reclassification concerns.
Discussion of the possible incorporation of La Pine.
Discussion of developing the program of the month.
Discussion of SB 546, extending room tax proceeds to State Parks, and whether it
was signed by the Governor.
Discussion of upcoming liaison meetings. Each Commissioners is assigned certain
liaison arrangements with the various departments.
Discussion of upcoming meetings with the Sheriff, Community Corrections, and a
discussion of HB 2003.
Discussion of a proposal of the County going back to a five day a week, or at least
a 37-1/2 hour schedule. A lengthy discussion ensured.
Discussion of a meeting with the Sheriff to talk about efforts involving the
upcoming split -rate levy, and discussion with staff about a potential Corrections
funding shortfall.
Discussion of an upcoming executive session to talk about real property
acquisition.
Discussion of a property tax exemption for the Bill Healy project. Mr. Isham
provided a long explanation of how the funding works, and his efforts to clarify
the issue.
