August 16, 1993; 10:00-11:00 AM.
A meeting of the Board of County Commissioners was held on August 16, 1993.
Commissioners present were Nancy Pope Schlangen and Barry Slaughter.
Commissioner Tom Throop was out of the office. Also in attendance were Rick
Isham, County Counsel; County Administrator Mike Maier; the media, other staff
and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion as the governing body of the 4H/Extension Service, regarding an
intergovernmental agreement with OSU covering the duties of both parties, how
many personnel they have and so on.
Discussion of approval of Order 93-165, annexation into a rural fire protection
district.

Discussion of accepting the engineer's report relating to the Cagle Road LID, Order
93-188, and setting a hearing date.
Discussion of Resolution 93-078, setting a hearing and accepting a petition to
vacate a portion of Cypress Street and Lodgepole Drive, in the area of
Brookswood Boulevard where the road is being realigned.
Discussion of acceptance of a drainage easement from Douglas Deaks, off Rae
Road east of Parrell Road.
Discussion of acceptance of a warranty deed from Sara Venn for a right of way
acquisition on Butler Market Road.
Discussion of a decision on A-93-3, an appeal of the Planning Director's decision
not to process an applicant's appeal to the Hearings Officer.
Discussion of signature of a final plat for MP -93-10.
Discussion of signature of an indemnity agreement with Eastman's Church, for the
6th Annual Eagles Chuck Austin Memorial Run.
Discussion of signature of a letter of support for the Canyon Park bike path
project. A letter of support is required for them to apply for grant funds.
Discussion of a letter requesting amending PERS request to police only for Black
Butte Ranch County Service District. Rick Isham explained that they want to hire a
part-time clerical person and need to change this designation.
Discussion of amendments to correct the agreement with the Black Butte Ranch
County Service District management regarding providing payroll and auditing
services at the actual cost to the County.
Discussion of Orders 93-173 and 93-174, authorizing the refunding of taxes.
Discussion of signature of a plat for Mountain Peaks development.
Discussion of Ordinance 93-048, increasing the animal license fee to $24 except
for spayed or neutered dogs; that would remain at $6. Mike Maier stated that

the Board is going to be reviewing the fee schedule so this could be included with
any other changes. The four to one ratio is more effective in encouraging people
to get their dogs fixed.
Discussion of signature of a Mylar for MJP-92-26.
Discussion of signature of a liquor license renewal for the American Legion, in
Bend.
Discussion of signature of an agreement with the Oregon Economic Development
Department for the La Pine Community Campus, and the Terrebonne domestic
water district. These are a result of grant applications.
Discussion of signature of Resolution 93-084, creating a special grants operation
fund for making appropriations.
Discussion of approval of a request to fund an online computer access project for
the Central Oregon Board of Realtors, using video lottery funds. This would help
the Realtors with access to tax and building information. This would take
installing five additional phone lines, and this would cost $3,000 for a year. There
would also be terminals in CDD and the Clerk's Office for people to look up
information at the County.
The total cost would be about $8,000. The request for lottery funds is $3,700.
The Realtors would contribute about half of the cost of phone line fees and
purchase of the modem. This will also mean fewer calls and counter visits that
County staff have to handle.
Discussion of signature of an exchange agreement with Ron and Lois Richardson
for property involved in the Brookswood Boulevard project.
Discussion of upcoming meetings: full Department heads, Assessor's Office, CDD,
a Jail update, and the Human Services Division.

Discussion of upcoming interviews with the two candidates for Assessor.
Discussion of an upcoming meeting with an architect group.
Discussion of a public hearing concerning on Ordinance 93-043, amendments to
Title 18 of code. Staff explained that this is the omnibus document and is
basically a housekeeping amendment.
Discussion of a public hearing on Ordinance 93-045, amending the flood plain
ordinance, to make it consistent with Goal 4 for forest lands, and Goal 3 for
agricultural lands.
