Audio Cassette Recording Titled: WORK SESSION
July 26, 1993; 10:00-12:00 PM.
A meeting of the Board of County Commissioners was held on July 26, 1993.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Barry
Slaughter. Also in attendance were Rick lsham, County Counsel; County
Administrator Mike Maier; the media, other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a public hearing to consider adoption of Ordinance 93-038,
amending section 19.104.040 of Title 19, to change the minimum size
requirements for planned unit developments from ten to five acres.
The Bend Urban Area Planning Commission has previously reviewed this, and the
City adopted the change over two years ago. The County did not make the
change at the time, but it is time to do it now. This gives more flexibility to
developers for smaller lots. This needs to be consistent.

Discussion of a public hearing to consider signature of Ordinance 93-037, making
changes to the transportation plan map for the Bend urban area, for the Highway
20/Highway 97/Cooley Road/Robal Lane area. This area is being examined
because a partnership is developing an Ernst Store and a Food for Less just north
of the Mountain View Mall.
This will require some changes to the existing roads. Therefore, they filed a plan
amendment to make these adjustments. Staff and the State Highway Division
decided to look at it in a broader way. They are calling it the 'golden triangle'.
Staff went into great detail about the proposal.
Discussion of a public hearing to consider approval of Order 93-164, an
annexation into Rural Fire Protection District #2.
Discussion of approval of Order 93-182, establishing all of 27th Street and all of
Cascade Avenue as County roads.
Discussion of the approval of gate permit #93-002, for parcels owned by the LDS
Church and an adjacent neighbor. It meets all the criteria for the installation of a
gate.
Discussion of approval and signature of amendments #37 and #38 to the 1992-93
intergovernmental agreement with the State regarding Health Services.
Discussion of signature of the replacement pages in the State intergovernmental
agreement for the 'Babies First" program.
Discussion of the approval of changes in the Sisters -Camp Sherman ambulance
service area. The lines are determined by natural features and who is most able
to provide services.
Discussing of signature of a development agreement with Rose and Associates
regarding surface mining. This is to complete one of the required conditions prior
to Rose and Associates mining the site.

Discussion of approval of Ordinance 93-012, amending Title 17 of Code, regarding
subdivision and partition. Staff explained that the maps and some other
information is not yet available, so this was delayed.
Discussion of signature of final plat for Broken Top Phase II -B.
Discussion of signature of partition plat MJP-92-3 for Crown Pacific, creating a 160
parcel off White Pine Way in La Pine, from a 10,000 acre tract.
Discussion of approval of a water and sewer easement deed to the City of Bend,
in regard to the new correctional facility location.
Discussion of approval of a consent to annex into the City of Bend, property
located at the new correctional facility.
Discussion of approval of Policy 93-07-01, employee extracurricular activities, and
Policy 93-07-02, the use of County rooms. Mike Maier gave an overview,
including that they were presented to Department heads more than once. Some
recommended changes have been incorporated.
He said he is working on another policy regarding the use of County vehicles since
they do not have one at this time.
Discussion of approval of liquor license renewals for the Black Butte Ranch Pro
Shop, Glaze Meadow Golf Snack Bar, Black Butte Ranch Lodge, La Pine Bookstore,
Sunriver Marketplace, and Sunriver Country Store.
Discussion of approval of a comprehensive cooperative agreement between the
Oregon Emergency Management Division and Deschutes County.
Discussion of signature of Resolution 93-075, rescinding Resolution 93-050, as a
housekeeping matter. There were two Resolutions 93-050 in error.

Discussion of an application from Arnold Irrigation District to the Water Resources
Department for the allocation of water. This is an item has been discussed by
the Basin Resource Committee at length. This allows for 25% of conserved water
to be used for in -stream flow.
This is a test of SB 24 and subsequent ORS. It is a result of the canal lining tests of
the Bureau of Reclamation and the State, and affect two sections of Arnold
District and one section of North Unit. The idea is to conserve as much water as
possible. There is great interest in this effort from throughout the State and the
country.
Discussion of signature of a cooperative agreement with the Oregon Department
of Transportation regarding the Knott Road/China Hat Road/Brookswood Road
extension project.
Discussion of approval of letting the Property Manager release Wilbrose (?)
Energy/Bechtel following cleanup on a pipeline right of way. Staff advised that
the area has been graded and replanted, and a release and waiver is now
appropriate, although County Counsel wishes to make some revisions.
They are required to make sure any road crossings are repaired to the County's
satisfaction, and this is monitored for a year.
Discussion of signature of a La Pine Chamber of Commerce indemnity agreement
for the Newberry Explosion Chili Cook -up, 5K run and walk event.
Discussion of approval of a sub -grant agreement with J Bar J Boys Ranch and
COIC.
Discussion of approval of accounts payable vouchers.

Discussion of upcoming meetings: liaison meetings, a Jail update, a Public Safety
Division meeting, Community Development update, and a meeting with Risk
Management.
Discussion of concerns about earthquakes, and a study showing that Deschutes
County is one of the three top vulnerable locations in the State.
Discussion of allowing some funding for Commissioner Slaughter for a staff
assistant out of the Risk reserve fund. This is at the Board's discretion. Mr. Maier
noted that this is due to the affects he suffered from a vehicular accident, and it
might take up to a year for him to improve. He may also need some equipment,
such as a home computer. This involves recommendations from Commissioner
Slaughter's doctor.
Commissioner Schlangen moved adoption of a personal staff allowance for
Commissioner Slaughter. Commissioner Throop seconded, and it was then
ordered. There was a lengthy discussion of the duties of the staff person, but this
will be mostly at Commissioner Slaughter's discretion. A job description will be
put together to explain what work the staff person would be doing, and what
would be done by the Administrative staff as usual.
There was a very lengthy discussion on how to accommodate Mr. Slaughter's
disability.
Discussion of a request for approval for out of state travel for Ralph Delmar to
attend the Pacific Northwest Library Association Conference in Montana.
Discussion of the Sunriver Chamber of Commerce's request for video lottery
funds. They are seeking ongoing funds for operations, and this does not fit into
the program.

Discussion of a past meeting regarding housing standards. Commissioner
Schlangen explained that the wording in the legislation was analyzed and the
ordinance is being developed.
Discussion of the problem of pet overpopulation and how to address it. The
Humane Society is supposed to be talking with the cities, and is to come up with a
draft ordinance.
