DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
July 12, 1993; 10:00-12:00 PM.
A meeting of the Board of County Commissioners was held on July 12, 1993.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
A presentation of the 9-1-1 video made for public relations purposes, regarding
public safety issues. This has been about a two-year effort. It shows citizens how
their tax dollars are being used in an effort to get more support for law
enforcement in general, and 9-1-1 in particular. Copies of the videos will be
available for people to pick up in a variety of locations. A tax base was recently
passed and it is hoped this will help for the next one in a couple of years.

The video demonstrated some real-life experiences of 9-1-1 dispatchers dealing
with emergencies. The cost was about $2,200.
Discussion of a public hearing deleting requirements for redevelopment plans in
the SR -2.5 zone, in Title 19. Bruce White, Counsel, explained that this corrects an
error in a previously adopted ordinance.
Discussion of a public hearing on the proposed vacation of a portion of O'Neil
Market Road, and signature of Order 93-144, vacating said portion of the road.
This is at a corner of the Highway and is paved, and is in a bad location that
should not be used by traffic, so the pavement will need to be removed. This will
be done in the fall.
Discussion of the award of a personal services contract to SCS Engineers for the
regional landfill study. Larry Rice, Public Works Director, stated that the technical
advisory committee for this effort has lead the effort for this study.
The regional study came in at $60,000 and this should be covered by a grant of an
equal amount. Another piece is a small project in Crook County that they will pay
themselves, for $1,500. There will be an interagency agreement to address this.
The final product, which is the closure plan for Knott Landfill and an evaluation of
the recycling system and other factors, may end up including three other
counties.
The final report should be ready before the end of the year. Cost was just one of
the factors in the choice of this company.
Discussion of approval of changes to the Local 701 union contract, for Public
Works employees. Staff went into detail on the changes. After a very lengthy
discussion, the Board asked for a separate work session to be set up to address
this, since there still was much more to review.

Discussion of an agreement between COCC and Mental Health Services for
emergency medical technician paramedic training. This is a volunteer intern
position.
Discussion of an emergency Order 93-167, authorizing a one-time expenditure for
the blade patching of Morningstar Road. The land adjacent to the road is being
subdivided. A land use condition is to improve the road. It is in very bad shape at
this point, and connects to County roads on both ends. A minimum effort needs
to be put into it until the developer can get the final work done.
Discussion of authorization for a condemnation suit to acquire a right of way for
Brookswood Boulevard. This involves a ten -foot strip of land and another thirty-
foot strip of land along the road. The owner of the property has not responded
to any correspondence. County Counsel explained the process to the Board at
length.
Discussion of approval of a proposal to develop a treatment program for
substance -abusing women, and their children. This involves a residential -type
program that would make it easier for these women to get treatment. There is
federal funding available for this during the next six months.
Discussion of approval of increasing Robin Duvall's hours on a temporary basis,
from 36 to 40 hours per week. It was explained that the workload has increased
with more developmentally disabled clients, but there is also more funding
available. Mike Maier noted that at this time, any increase in hours is a Board
decision.
Discussion of signature of a Mental Health Services subcontract with Central
Oregon Resources for Independent Living (CORIL).
Discussion of signature of a Mental Health services subcontract with Residential
Assistance Program.
Discussion of signature of a Mental Health services subcontract with the
Opportunity Foundation of Central Oregon.

Discussion of signature of Ordinance 93-033, rezoning certain property from UAR-
10 (urban area reserve) to CH (highway commercial). There was a previous
hearing before the Hearings Officer, no one testified, and there were no appeals
filed.
Discussion of signature of a development agreement with Bend Aggregate and
Paving.
Discussion of approval of Ordinance 93-012, amending Title 17, the subdivision
partition. Due to the appropriate staff not being available to provide more
information, the item was delayed.
Discussion of signature of Order 93-162, changing the name of a portion of
Pengra Huntington Road to Huntington Road.
Discussion of signature of Order 93-161, changing the name of Chaparral Court to
Olivia Court.
Discussion of signature of Order 93-129, approving and confirming the sale of
certain real property. The Property Manager said this closes the land sale that
took place a couple of weeks ago. The County received over $184,000 in cash,
and the total sale was over $441,000. Thirty-five properties were sold.
Discussion of the appointment of several individuals to the Black Butte Ranch
County Service District board of directors.
Discussion of the reappointment of several people to the Noxious Weed Advisory
Board.
Discussion of the reappointment of two individuals to the Bicycle Advisory
Committee.
Discussion of approval of a liquor license application for the Bend KOA
Campground.
Discussion of a road dedication and transfer of a road to the City of Redmond.
This involves a dedication made in the early 1960's near Forked Horn Butte. The
dedication was not properly done at that time.

Discussion of signature of a refinance agreement for the Rosie Baries Community
Campus. This extends the County's obligation on this property, but does lower
the monthly cost. They will be losing some revenue due to the new KIDS Center.
(A lengthy discussion ensued.)
Discussion of the approval of a liquor license application for the Crane Prairie
Resort.
Discussion of signature of a conservation easement for property adjacent to the
Deschutes River.
Discussion of upcoming meetings: a liaison update, a meeting regarding pet
overpopulation issues, a Jail update, Community Services Division update, and a
meeting with the BLM.
Discussion of an upcoming meeting to discuss park and ride transportation
opportunities.
Discussion of a proposal for a no -shooting corridor along the Deschutes River,
from the task force. This would be from the Sunriver boundary to River Forest
Acres subdivision. This would require some ordinance changes.
Staff has asked for the Board to review the information and provide feedback,
since this is not the same as previous no -shooting district formations. A public
hearing will be necessary and it might be somewhat controversial, although some
access for hunting would be allowed in certain locations.
Discussion of an upcoming meeting with the DEQ regarding septic system
approval issues.
Discussion of an appointment to the Boys and Girls Club board of directors.
Commissioner Slaughter said he had volunteered for this as the County's
representative.
