DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
April 12, 1993; 10:00-11:30 AM.
A meeting of the Board of County Commissioners was held on April 12, 1993.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a public hearing on Resolution 93-018, amending and adopting the
1993-94 County fee schedule. There was a long discussion with staff about new,
additional fees and changes to existing fees, and the reasons they have been
recommended.
Larry Rice talked about the costs of closing the demo landfill, which is scheduled
to begin next year. It has to be closed by October 1994.

Discussion of a public hearing on the vacation of a portion of Blue Eagle Road, and
signature of Order 93-058, vacating said property.
Discussion of Resolution 93-025, requiring weekly same day curbside collection of
recyclables in the unincorporated Bend urban area. This is supposed to start by
July 1. The haulers have already been distributing the bins to be used for this
purpose, so they may voluntarily begin collecting them prior to that date.
Several of the haulers spoke about this program, and indicated they will likely see
a huge increase in the amount of recycling due to this change.
Discussion of signature of a personal services contract with Express Personnel for
road maintenance and flaggers.
Discussion of signature of Resolution 93-029 regarding traffic detours. Part of this
is to divert traffic during the construction of the Baker Road interchange. Another
part are the details of the cost sharing portion.
Discussion of approval of an access permit for the Oregon Department of
Transportation for the new County correctional facility. Sheriff Greg Brown said
this is a permit to give up the right to the entrance area, which will be closed. The
entrance will be relocated.
Discussion of consideration of signature of two Orders authorizing the refund of
taxes.
Discussion of adoption of an information strategy between Deschutes County and
COCC.

Discussion of signature of a County transportation grant. Susan Mayea explained
this is the discretionary fund for the special transportation dollars. Each year it
changes somewhat and allows for a variety of uses.
She went into great length discussing who submitted requests for funding, the
purposes and the amounts. On behalf of the committee, she then explained the
individual requests in detail and in what order they should be funded.
Discussion of approval of a Resolution declaring the week of April 17 as National
County Government Week.
Discussion of signature of final plats for a variety of phases for Broken Top.
Discussion of upcoming meetings: Budget Committee; Community Services
Division; and five public hearings on farm zone related requests.
Discussion of the Jeff King property in Deschutes River Woods near the River.
Discussion of a letter to Terry Silbaugh and Redmond Fire Protection District #1,
involving an area that the local fire protection district wishes to give up, and
Jefferson County wants to service.
Discussion of the marketing plan to sell mulch being created at the landfill, and
whether an RFP is needed to do so.
Discussion of the new Grandma's House location. They found out that it is against
zoning so the City is working with them to see if something can be done about
this. Evidently no one bothered to check.
Discussion of the appointment of La Pine Economic Development board members
so they can work on developing a port district. This is a joint appointment
between the La Pine Chamber of Commerce and the County Commissioners.
Discussion of a letter to be sent to the State delegation regarding four bills being
considered, that tend to preempt local governments to raise revenue and provide
services.

Discussion of a possible appeal of the Hearings Officer's denial of the T.M. Pete
subdivision.
