DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
April 5, 1993; 10:00-11:00 AM.
A meeting of the Board of County Commissioners was held on April 5, 1993.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a public hearing to consider an Ordinance to expand the urban
growth boundary for Bend, to include the Lava Ridge school site. The School
District does want to bring in the entire forty acres because there is a possibility
of another school or a future school expansion. The Hearings Officer has
recommended approval and there were no appeals filed.
Discussion of a public hearing on the Deedon Road, La Pine, local improvement
district. There is not enough support due to the high expense for each property
owner. This is due to the large size of the parcels.

Discussion of the firearms no -shooting zone expansion proposal. The area is
Sunriver and south, where there are an increasing number of conflicts of the use
of the area due to growing population. Duck hunters like the area but a lot of
development is occurring. A working group has tried to address issue.
The State already has rules regarding no shooting within a certain distance of a
residence. However, this regulation is too subjective and difficult to enforce.
Most of the members of the group agreed that a total closure would be most
effective.
A long discussion ensued regarding the effect on County Ordinances, and how the
Forest Service fits into the situation since they own much of the land around the
areas. Something needs to be in place before the next hunting season. The
Sheriff agreed that enforcement would still be difficult.
Discussion of signature of a Resolution for a serial levy for the Deschutes County
9-1-1 County Service District. Staff gave an overview of the effort, which would
cover a two-year period.
Discussion of approval of Resolution 93-026, initiating proceedings to improve
Cagle Road. Staff gave an overview of the request.
Discussion of approval of the annual agreement for the Sheriff's Office to provide
law enforcement services to the BLM.
Discussion of approval of the replacement of Children & Youth Services
Commission members.
Discussion of approval of Order 93-113, authorizing the refund of taxes.
Discussion of a request for approval of accounts payable vouchers.

Discussion of a decision on CU -92-169, for Wayne and Irma Best, regarding a
request for a non-farm dwelling on a ten -acre parcel in the EFU 320 zone, east of
Horse Ridge. Mr. Throop said this is a difficult one, and asked that staff get
together with Mr. Slaughter to bring him up to date on the issues involving this
particular application and appeal.
The Commissioners are concerned about potential policy implications, even
though there are a lot of conditions attached. Mr. Throop asked if they could
delay this again so he can do some more research with staff. Staff said it was
submitted on September 21, 1992 so has been delayed a long time already.
George Read said he probably could not add much to what the Board already
knows. In the past it wasn't an issue but now is felt to be more widely reaching,
due to concerns voiced by ArluDeco.
It now has become a major policy issue, and could affect the owners of a lot of
properties in that area. There are many parcels in that area, and most are not
able to obtain even basic services. The Board needs to make a decision and they
can go from there. Mr. Throop indicated he still wants to meet individually with
staff to help him make a decision.
Discussion of consideration of signature of a decision on files #MP -92-29 and #CU -
92 -92, for Denise Moody.
Discussion of upcoming meetings: Public Works update and Sold Waste budget
issues;
Discussion of the appointment of Brad Chalfant to the Bend Development Board
Advisory Committee.
Discussion of letters to the State regarding Corrections and whether to take the
option.
