March 15, 1993; 10:00-10:30 AM.
A meeting of the Board of County Commissioners was held on March 15, 1993.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Barry
Slaughter. Also in attendance were Rick Isham, County Counsel; County
Administrator Mike Maier; the media, other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a public hearing on Order 93-060, vacating a dedicated public right
of way within Blakely Heights subdivision. Tom Blust explained that this was
requested by Wal-Mart, and all of the adjoining property owners are supportive.
Wal-Mart is in the process of purchasing property in the area. The land use has
already been approved and they are waiting out the appeal period.
Discussion of a public hearing on Order 93-084, which is the Augen (?) annexation
into Rural Fire Protection District #2.

Discussion of a public hearing on the Bolue (?) annexation into Rural Fire
Protection District #2.
Discussion of a public hearing on the Lonean (?) annexation into Rural Fire
Protection District #2.
Discussion of a public hearing and consideration of signature of Order 93-076, on
the Canyon River Territory Estates annexation into Rural Fire Protection District
#1.
Discussion of the reappointment of Rita Shearer and Bob Toplow to the Local
Alcohol and Drug Planning Committee.
Discussion of approval of the Sequoia Computer contract addendum.
Discussion of signature of a Mylar, MP -92-44, a minor partition to divide a 5.93
acre parcel into two lots in an RS zone.
Discussion of signature of a Resolution to refer the Library facility bonds to voters
for the May election. Mr. Isham said this is a formal action required to put this on
the ballot. A hearing has already been held.
Discussion of signature of a Mylar for Red Hawk Unit 1.
Discussion of signature of Resolution 93-019, delegating authority to Nancy Pope
Schlangen for County actions on March 24, 1993.
Discussion of signature of Order 93-096, authorizing the refund of taxes.
Discussion of signature of a Resolution adopting selecting criteria for a
construction manager and a general manager for construction of the Juvenile
facility.
Discussion of approval of a local agency fund exchange agreement between ODOT
and the County regarding federal surface transportation funds for the
Brookswood Boulevard project, to tie together Baker Road and the area of Elk
Meadow School.

Discussion and update of the nurse practitioner issue, per Mike Maier.
Discussion of upcoming meetings: regarding the concept for the Children &
Families' Commission; the Oregon Military Department; and the Oregon
Economic Development Department regarding regional strategies.
Discussion of road improvements to Reed Road in La Pine.
Discussion of a proposed policy regarding extracurricular activities taking place on
County time. Mr. Maier is developing a draft policy and would like to get input
from the department heads.
Discussion of an ethics complaint against Governor Kitzhaber. Mr. Throop said
this involves work he was doing on the side, as a former physician. He has
traveled on the lecture circuit for several years. Mr. Throop would be surprised if
it went anywhere.
Discussion of a companion animal overpopulation task force. The group wants to
make an impact all at once by working on two parallel tracks. One would be the
animal service district, and the other is implementation of changes to the fee
schedule. They want to institute cat licensing and limit the number of dogs, and
add a pet food tax. There is some activity happening at the legislative level as
well.
