DESCHUTES COUNTY BOARD OF COMMISSIONERS

March 1, 1993; 10:00-10:45 AM.
A meeting of the Board of County Commissioners was held on March 1, 1993.
Commissioners present were Nancy Pope Schlangen, Tom Troop and Barry
Slaughter. Also in attendance were Rick lsham, County Counsel; County
Administrator Mike Maier; the media, other staff and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Mr. Throop introduced the new Board secretary, Anita Munchie.
Discussion of the award of a contract for drilling and installing a well for drinking
water at the Negus landfill transfer station.
Discussion of the acceptance of a warranty deed from the Pridays for a right of
way on Stevens Road. This is to enable some widening of the road to eliminate a
traffic hazard.

Discussion of approval of out of state travel for KIDS Center staff, by a District
Attorney staff. The cost is being covered by donations. Three County
departments will directly benefit by her attending the conference.
Discussion of approval of an agreement with the Washington County Juvenile
Department regarding residential treatment services. This is the sex offender
treatment program that has been offered to other counties, if space is available.
It will be excess revenue.
Discussion of signature of Ordinance 93-006, amending Title 15, building and
construction codes. This is housekeeping updates required to be consistent with
the State.
Discussion of two decisions to be made this week regarding employee
terminations.
Discussion of signature of an amendment to a Mylar for Hayden Village Phase 6 in
Redmond.
Discussion of upcoming meetings: Administrative staff; Children & Families
Commission; Mental Health; the Public Safety Division; and a Department Head
meeting.
Discussion of a letter from the La Pine Chamber of Commerce regarding the
establishment of a port district. Mr. Throop put together a draft letter and is
open to discussion about it. He suggested that they hire a consultant to put a
package together, because he doesn't think the La Pine group will ever get this
done.
Mr. Isham agreed and had names of some attorneys who do this kind of work. He
said it would be much better for the Board and County Counsel to be at arm's
length, because they may have to make some findings and a decision at some
point. The Board agreed, and was open to granting a few thousand dollars
towards this effort.

Discussion of a request from COCAAN to contribute to their newsletter regarding
what the County is doing to enhance local housing. There is the Bill Healy project
and also a contribution to Habitat for Humanity. The Commissioners are also
involved in a number of committees that work towards improving the housing
issue.
Mr. Isham gave an update from COIC on the Wytech loan. It is on track.
Mr. Isham is working on Taylor Grazing grant issues.
Discussion about the La Pine Rodeo Association's request to approve their 4th of
July parade event.
