A meeting of the Board of County Commissioners was held on August 24, 1992. Commissioners present were Tom Troop and Dick Maudlin. Commissioner Nancy Pope Schlangen was out of the office. Also in attendance were Rick Isham, County Counsel; County Administrator Mike Maier; and other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of the drug-free workplace with The Alliance for a Drug -Free Central Oregon. Don Smith, taskforce chairman, explained the program at length. He asked the Board to consider the five steps necessary to make this program work for County personnel. He felt this would set a good example for the residents of the area as well. He presented 27 letters from various business who are in support of this program (and read off the names). This would mean a drug policy for the County along with pre- employment drug testing and ongoing spot testing. The Board asked about the cost of testing and other details. Pre-employment testing costs about $40. There was also a long discussion about expanding the employee assistance program and covering costs of drug treatment. This helps private industry maintain an employee turnover rate of less than 5% a year. They eliminate about 3% of candidates who refuse to take a drug test when offered a position. It takes about three years to be able to recognize tangible savings, but those are considerable. There is a low turnover and increased productivity. In addition, there is a 10% savings on insurance and a lot fewer workers compensation claims. Mr. Throop suggested that a small working team review the information presented and make some suggestions to the Board. The Board would then take this information under advisement and make a decision in the near future. Discussion of including the new Sisters school into the County's programs to deal with drug and alcohol issues. Staff explained the program and the population it would serve. A Sisters City Councilor explained that Sisters has a very small police force, with no more than one person on duty at any given time, so it would be hard to do more. Discussion of three declarations of dedication and acceptance of portions of roads. Discussion of a clinical affiliation agreement with COCC, regarding the student nurse program. Discussion of the renewal of an agreement with the Children's Services Department agreement, to provide sex offender treatment. Discussion of a public hearing on the Adams' appeal of the Hearings Officer's denial of MP -91-49, creating two 20 -acre farm parcels in an EFU-20 zone on Southwest Young Avenue, Redmond. Attorney Dan VanVactor requested a continuance. He said there are two cases now pending that he feels may have a dramatic effect on how this case will go. The request was granted. Discussion of an appeal of the Hearings Officer's approval of a conditional use permit for an equestrian activity facility for J Bar J Boys' Ranch. The Board has received a number of letters on this issue. Discussion of Resolution 92-066, amending the fee schedule Resolution to include a fee for the building height exception process. The fee would be $300. Discussion of a conservation easement from Robert and Mildred Sampson on their property. Discussion of MP -92-8, dividing a .86 acre parcel between Brookswood Boulevard and Baker Road into two lots, in an RS zone. Discussion of the approval and signature of liquor licenses for Deli and More in La Pine, Bend Golf Course, Three Creeks Lakes Store, Thousand Trails, and for Mt. Bachelor: Pine Mountain Lodge, West Village Lodge, Big Lodge, Nordic Lodge and Sunrise Lodge. Signature of an indemnity agreement for Eastmont Church, where the Eagles run will start. Discussion of a services contract with Central Oregon Community Action. Discussion of name changes for various roads: assigning Mars Lane, changing NW Bullion Lane to Homestead Court, and changing the name of NW Odem Falls Way to Odem Falls Way. Discussion of upcoming meetings with Community Development, the Health Director, Community Corrections and an executive session.
