A meeting of the Board of County Commissioners was held on June 8, 1992. Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick Maudlin. Also in attendance were Rick (sham, County Counsel; County Administrator Mike Maier; and other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of signature of a local agency agreement for the replacement of Harper Bridge in Spring River. Staff gave an overview of the grant funds that have come in, enabling the State to move the project up. They feel the bridge is rapidly failing. The County has to postpone two other bridges for a year to enable this to move forward first. Transcription of Audio Recording of a Work Session, June 8, 1992 Page 1 of 6 The County is responsible for hiring a consulting engineer to do an environmental study on the footings and other parts of the project. This will be part of the County's local match. The State will do the structural design and the contract work afterwards. Ms. Schlangen said she is getting calls about concerns that it will be overbuilt. Staff explained it will be the width of a two-lane road plus room on the sides for pedestrians, and basically the same form it is now. Discussion of consideration of a personal services contract for Mary Ziegler as a speech therapist in La Pine. Discussion of a request for out of state travel for Diana Pickett, for a substance abuse national conference in Washington, D.C. This will be paid for by the Oregon State Health Division. Discussion of approval of a plan amendment for Special Friends. This is a mental health program. Discussion of acceptance of a child care block grant. United Way has put funding into this program. Discussion of approval of an affiliation agreement with southern Oregon agencies, through COCC. Discussion of a public hearing regarding the proposed withdrawal of a portion of Rural Fire Protection District #1, for Crooked River Ranch, which would be annexed into the Crooked River Ranch RFPD instead. Discussion of an appeal of the Hearings Officer's denial of minor partition in the EFU zone. At this time, a map was reviewed. Staff pointed out that everything around the property is small subdivisions except for BLM land and some land owned by the irrigation district. There was a lengthy discussion about this situation. Transcription of Audio Recording of a Work Session, June 8, 1992 Page 2 of 6 Discussion of a loan application for WyTech (?), Inc. in Sisters. This would be a $55,500 loan from the County. Discussion of a public hearing and approval of the final draft of the Deschutes County fee schedule for the 1992-93 fiscal budget. Discussion of a tax refund Order. Discussion of signature of findings and decision on the request for a land use that was denied. Discussion of an upcoming decision on amendments to the wildlife area combining zone of Title 18, the fish and wildlife section of the comprehensive plan. Bruce White provided a lengthy overview of the amendments. Staff has been working with the DCLC, and they seem to be fairly satisfied with the County's approach to this issue. They have offered a few changes but overall it appears the County can conclude this effort. However, a flurry of letters have been received, some of them from the Farm Bureau, expressing concerns. Staff went over these letters at this time. Most of the concerns shouldn't be, because they are not being affected. The biggest worry is the standard regarding wildlife -friendly fencing for migration purposes. There was a very lengthy discussion about the proposed changes and feedback received from citizens. It appears there are difficulties coming up with clear and objective standards. This had a great deal to do with future destination resort requirements. The legislative history is very complicated and there does not seem to be any clear way of answering. The group talked for well over an hour, and finally decided to support some of the suggestions, but to defer others that are harder to decide. This relates to the hospital expansion project at St. Charles Medical. Discussion of signature of a development agreement for the BMX bicycle park site plan at the County's demo landfill. There are some concerns over the siting of this facility. Mr. (sham will update the Board as soon as possible. Discussion of MP -91-45, dividing a 21.5 acre parcel into two parcels in an RR -10 zone on Riverland Avenue in La Pine. Discussion of a renewal agreement for maintenance with Oregon Micrographics, for the Clerk's Office for certain Canon equipment. Discussion of upcoming meetings with Data Processing, Mental Health, and a CORHA representative. Discussion of meeting with representatives of the City of Bend and the County regarding a review of system development charges. Discussion of relocating the Law Library. Discussion of a delegation that presented a regional strategy to the State OEDD last week. Mr. Throop said this was received very well and should result in obtaining funding for projects. Discussion of the community block grant program for the La Pine community center, which the County did not receive. It was felt that the project was scaled back too far and would not do the job the grant application was meant to do. Also, the school did not have some paperwork ready. Next year, they may try to acquire the old white school building. Discussion of the LCDC meeting last Friday. Mr. Throop advised that he feels that the State will initiate enforcement proceedings against Deschutes County soon, regarding a pattern of past practices and violations unless there is some successful mediation. LCDC gave an extension and now feel they should have not done so. The other issue is the enforcement issue. There are sanctions if you don't meet the State's schedule. The County had not submitted a staff report, which caused some LCDC members to be uncomfortable. They delayed taking a final vote on enforcement. The County needs to consider some interim measures. Much of this involves ArluDeco. Mr. Throop said he thinks this will result in making EFU 20 and 40 unbuildable unless there is a full-time commercial farm. Bruce White does not want to prejudge or guess what the State might want. Mr. Throop doesn't want the Board sitting on its hands and trying to talk their way through it. There was a discussion as to whether this conversation should occur in executive session. Mr. White felt it should. He will have more information tomorrow so they can address it in a more informed manner. They have a very limited amount of time to come up with solutions. CDD staff does not feel comfortable dealing with it at this level. They will meet in executive session tomorrow morning. Mr. Maudlin spoke regarding an article featuring some people in Portland who want together to decide whether to pursue a destination resort at Smith Rock in Terrebonne. They are opening up discussions for the public. The question is whether there is a change for a change in State law in this regard. This may end up before the legislature at some point. Mr. Maudlin said this will add to the confusion locally and the Commissioners will end up being a target.
