A meeting of the Board of County Commissioners was held on April 27, 1992. Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick Maudlin. Also in attendance were Rick Isham, County Counsel; and the media, other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of an intergovernmental agreement with DHR for technical services regarding the child care block grant. Discussion of hiring an office assistant at a hire step for the Health Department. The Board wants to hear from Mike Maier in this regard. Discussion of a request for a gate at Yucca Avenue by Tetherow Crossing subdivision residents. This might necessitate an adjustment to the Ordinance that rules when this can be done. This has to do with a number of clean-up campaigns in various places around the County. This is to clean up Reynolds Pond in Alfalfa in May. Another location is the Crooked River. This would be for whatever materials they find in these places. Discussion of the 'adopt a road' program handled through ODOT. They also would like to have a solid waste fee waiver. Discussion of an easement on 10th Street. Discussion of a public hearing on the adoption of Ordinance 92-036 and Ordinance 92-037, amending County code to add public schools to the list of structures excepted from building height limitations. Mr. Maudlin doesn't know why the cities and county have height limitations as long as the Fire Department has ladders long enough to do the job. Mr. Throop said that some people may take issue with someone blocking their views. Discussion of an upcoming public hearing on the Gladys Biglor appeal of the Hearings Officer's decision to allow a conditional use permit for non-farm dwellings on two 20 -acre parcels, located off Byron Road and Highway 20 East. Ms. Biglor said she is representing the Deschutes County Committee for the Protection of Open Space. Discussion of an amendment to the annual plan for Four Rivers Vector Control District, to add limited testing of a new pesticide through the use of an ultralight plane. Discussion of Order 92-039, naming an unnamed access road as Sun View Drive. Discussion of approval of a subdivision plat, west of Teakwood Drive, called Ironwood Court subdivision. Discussion of approval of a minor partition for a parcel in a highway commercial zone at Badger and Parrell Roads. Discussion of an upcoming proposed settlement meeting regarding a surface mining site plan appeal (Klippel Acres). Discussion of an upcoming meeting with Mike Spiels of the Oregon State Health Division regarding Healthy Partner review. Discussion of the Squaw Creek Canyon local improvement district issue. There is a meeting the next day to discuss this with the involved parties. Mr. Isham said there is an issue with the bond sale. Normally the County pledges towards the bond sale up to a certain amount.
