A meeting of the Board of County Commissioners was held on April 6, 1992. Commissioners present were Nancy Pope Schlangen, Tom Troop and Dick Maudlin. Also in attendance were Rick [sham, County Counsel; County Administrator Mike Maier; the media, other staff and a few citizens. Items discussed at this meeting may be on a future Board business meeting agenda: Discussion of approval of Ordinance No. 92-027, amending the comprehensive plan in regard to the LM zone, and Ordinance No. 92-028, amending LM zone provisions. Discussion of signature of a decision on the Bell fence issue. Discussion of consideration of signature of a rental agreement with Randy Schoening for a proposed adult foster care home. Discussion of consideration of acceptance of a deed from Squaw Creek Canyon Recreation Estates for three lots on Mountain View and Buffalo Drive. The lots have been dedicated for a park. Mr. Maudlin said that since this area was involved in an LID recently, he would like to wait to address this until staff is able to provide some clarity. Discussion of approval of a road name change from Georgia Court East to Bessie Court. Consideration of signature of three development agreements for the La Pine Elementary School, Three Rivers Elementary extension, and the 27th Street Middle School. Discussion of an upcoming meeting with people from Central Oregon Shooting Sports Association. Discussion of a request for a gate on Yucca Avenue in Tetherow Crossing. There will be a full discussion on this issue later in the week. Discussion of upcoming budget meetings. Discussion of upcoming meetings with Public Works and the Surveyor, elected officials, and the Court Administrator. Discussion of a luncheon meeting between the Board and the Jail & Corrections Site Selection Committee. Discussion of two Commissioners speaking to the Redmond Soroptomist Club this week regarding the proposed tax base. Discussion of a request for a noise variance from Bend Aggregate. In particular, the Aspen Rim land use issue. The developer says he has done all he can. Mr. Throop disagrees with the Cyrus', although the County might have made some errors with the original decision. Cyrus is trying to market the open space to a third party for some time. There are issues regarding deed restrictions. There is a difference of opinion as to the scope of activities that can take place on the open space. The Homeowners' Association is asking a lot of questions. The County issues three building permits before staff realized there were some unanswered questions. The issue was clouded while there were surface mining hearings occurring. Discussion of a number of forest management applications and permits. Community Development is falling behind in dealing with these and other types of business. There was a lengthy discussion on the issues that CDD is working on, which ones the Board feels are a priority, and how to manage the timelines.
