DESCHUTES COUNTY BOARD OF COMMISSIONERS
Audio Cassette Recording Titled: WORK SESSION
March 23, 1992; 10:00-11:00 AM.
A meeting of the Board of County Commissioners was held on March 23, 1992.
Commissioners present were Nancy Pope Schlangen and Dick Maudlin.
Commissioner Tom Throop was out of the office. Also in attendance were Rick
Isham, County Counsel; County Administrator Mike Maier; and other staff, media,
and a few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of a request from the Fair Association to waive fees for the new
Fairgrounds. Fair Association representatives explained the request, which would
have to do with planning fees. Karen White with CDD said that the property is
outside the urban growth boundary, so requires a considerable amount of work
for planning approval. (She went into detail as to what this would encompass.)

The planning fees would be at least $4,000. A needs analysis could cost many
thousands more.
If the City was involved and was the applicant, the fees could be waived per
previous agreement between the cities and the County. However, the property
owner is generally the one who covers this expense and makes the application.
But someone has to pay for it. It has to be within the UGB because it will be
served by the sewer system.
At first the Fairgrounds was going to be turned over to the Association, but it has
tentatively been decided that the County will retain ownership of the property. It
would be assigned to the Fair Board for purposes of the Fair. The Fair Association
would undertake development of facilities. The question now is whether it really
needs to be partitioned since the County will retain ownership.
The Fair representatives said they were prepared to pay for normal permits and
fees, but do not have the funds to do an expensive needs analysis or other kinds
of studies.
Mr. Maudlin feels that the Fairgrounds is more of a rural use than an urban use,
especially considering judging cattle, pigs and other animals during the Fair. Staff
said the earmarks of an urban use are the parking, the traffic, the number of
people and so on. Also, some of this work is time -sensitive.
A lengthy discussion ensued. It was decided that planning needed to meet with
the Fair Board to come up with a plan on how to proceed.
Discussion of acceptance of a declaration of dedication for Ponderosa Cascades
subdivision, and the quit claim of Waugh Road in the subdivision to the property
association. This needs to be done so the local improvement district road work
can commence.
Discussion of a State grant agreement to Central Oregon AIDS support team for
advertising about the issue, and for their booth at the annual Fair.

Discussion of a request to waive taxes due on the Gordon Beck Park property at
Lower Bridge. This is a transfer of property to Central Oregon Park & Recreation,
and all has been worked out except the current taxes.
The amount is about $1,200, and State law allows taxes to be canceled if property
is going to a park district. The Board felt this would be appropriate.
Discussion of Order 92-031, a tax order.
Discussion of upcoming meetings with Personnel, Community Corrections, the
Health Department, and Billing Services.
Discussion of a dog hearing this week.
Discussion of Tetherow Crossing with members of the Tetherow Crossing
Homeowners Association regarding a gate permit. Staff recommends approval
with a couple of conditions. A long discussion ensued about who takes care of
the roads and other access for the general public.
Discussion about a possible no -shooting area.
Discussion of proposals on the public opinion survey.
Discussion of the Highway Division's proposal to resurface much of Third Street in
Bend. Most of this work would occur at night.
Discussion of the potential amendment of provisions related to the transient
room tax, to get better control of collections. It would have to be on the ballot
this fall.
Discussion of destination resorts and a lawsuit against ArluDeco, and the 1,000
Friends involvement. Evidently the two groups are going to pool their attorney
resources.
