DESCHUTES COUNTY BOARD OF COMMISSIONERS

A meeting of the Board of County Commissioners was held on March 9, 1992.
Commissioners present were Nancy Pope Schlangen and Tom Troop.
Commissioner Dick Maudlin was out of the office. Also in attendance were Rick
Isham, County Counsel; County Administrator Mike Maier; and other staff and a
few citizens.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of approval of Amendment #13 of the 1991-93 Mental Health
agreement with the State.
Discussion of addendum #2 to the Memorandum of Understanding with the
Bend -La Pine School District to provide additional nursing services at La Pine
schools.

Discussion of Revision #5 to the Oregon Health Division notice of grant award to
cover personnel costs.
Discussion of an out of state travel request for a family planning nurse
practitioner to attend a conference. It is in Seattle, and the cost is $270;
however, the Department only has about half that amount left in the budget. The
person wants to attend and is willing to pay for half of it. Mike Maier feels that
the County should cover the entire cost.
Discussion of a request for out of state travel for two data processing staff to
attend a computer symposium in California. Mike Maier recommended approval,
since these conferences are an important training opportunity, and very few take
place on the west coast. The funds are budgeted.
Discussion of the reappointment of Scott Freshwaters to the Vandevert Acres
Special Road District board of directors.
Discussion of a development agreement for Gary E. Bell, for a manufactured
homes sales facility at Highway 97 and Romaine Village Way.
Discussion of Ordinance 92-023, adopting the bicycle master plan as a resource to
the Deschutes County Year 2000 comprehensive land use plan.
Discussion of Ordinance 92-021, amending section 22.12 of the Deschutes County
procedures ordinance.
Discussion of Ordinance 92-022, amending Title 19 of the County procedures
ordinance. These are minor changes to allow for the correction of a few clerical
errors.
Discussion of the reappointment of Ray Bennett to the Historic Landmarks
Commission. He is a former County Assessor.
Discussion of a signature of an amendment MJP-19-9, a major partition to divide a
100 -acre parcel into two 40's and one 20, all dry land with no farm use, off Horse
Butte Road.
Discussion of a letter of support for COCAAN for its Vista volunteers.

Community Corrections wishes to sell some equipment that was donated to
them. It is an old Frito-Lay delivery truck that the department has never used.
Mr. Maier said that it needs to have a value established and the Board has to
approve the sale through a Resolution.
Discussion of a meeting with the Director of the Land Conservation and
Development Department for the State.
Discussion of an upcoming meeting with the County Assessor.
Discussion of an appeal regarding the Moody horse barn issue.
Discussion of four separate appeals regarding ordinances relating to destination
resorts.
Discussion of an appeal of the Shield decision, in La Pine.
Discussion of an appeal at LUBA regarding PacifiCorp.
Discussion of an appeal from Bill Kinsey regarding the Twin Bridges site. This is at
the Court of Appeals and relates to surface mining.
