DESCHUTES COUNTY BOARD OF COMMISSIONERS

A meeting of the Board of County Commissioners was held on March 2, 1992.
Commissioners present were Nancy Pope Schlangen and Tom Troop.
Commissioner Dick Maudlin was out of the office. Also in attendance were Rick
Isham, County Counsel; County Administrator Mike Maier; and other staff and a
few citizens including the media.
Items discussed at this meeting may be on a future Board business meeting
agenda:
Discussion of the Four Rivers Vector Control District's annual work program.
Bruce Landolt, Director, and Dave Leslie of CDD explained the plan. The
Deschutes Basin Resource Committee and the Oregon Department of Fish &
Wildlife have passed on a favorable recommendation.

Mr. Landolt said that they hope to be utilizing an ultralight aircraft later in the
year for spraying purposes.
Discussion of a presentation and signature showing interest in the formation of a
public transportation district. Mr. Throop asked that this be put off until Mr.
Maudlin returns because it is such an important issue. They need to decide
whether to go forward with a ballot measure.
Discussion of approval of a request for Terry Silbaugh to travel out of state for
emergency services training. Darrell Davidson, Sheriff, spoke about the
conference. The Board was supportive.
Discussion regarding a traffic safety grant for a DUI' system improvement project.
Sheriff Davidson said he was aware of this and will check into it.
Discussion of the annual agreement with the BLM to offer law enforcement
services on BLM land.
Discussion of a GIS system in the cartographer's office. The Assessor explained
the Road Department has also been working on this for a long time. There are
about forty maps prepared and the Assessor needs to do maintenance on the
maps and the system. A staff person needs to attend training to bring them up to
date.
Mr. Throop indicated that a lot of departments are suffering from the same kind
of problems due to the reduced work week, so he wants to have further
discussions on this overall issue.
Discussion of a study being done by the Department of Revenue on what they
think the needs are at the County Assessor's Office. This will be done through a
grant, and the application needs to be submitted immediately. It is thought that
the department needs at least another four or five staff.

There was a long discussion about the needs of the County, and what would be
covered if the public passes a tax base that will allow the County to go back to a
forty -hour work week. Ballot Measure #5 had a drastic negative effect on the
County's operations overall.
Discussion of a computer products maintenance agreement with Computerland,
for Data Processing. Computer purchases and maintenance should not exceed
more than about $7,000 a year.
Discussion of the award of a contract for truck scales. This will help to determine
fees and also will help make sure that haulers do not exceed load limits on the
highways.
Discussion of an indemnity agreement for the Northwest Off-road Racing
Association event in March.
Discussion of signature of Order 92-022, amending Title 19, the urban growth
boundary zoning code, to correct editorial errors. Staff indicated they need to
change this to an Ordinance.
Discussion of a request for proposal for a public opinion survey regarding CDD's
agricultural work and periodic review. Staff gave an overview of the issues to be
identified. This will serve to help the Board ultimately make decisions regarding
period review issues.
Discussion of the process of filling vacancies on the Planning Commission. Staff
said sometimes they do not get applications from the desired communities, or
there could be disagreement within the Board about certain applicants. Staff
hopes to better define this process since these appointments are very important
to the community.
There was a lengthy conversation on how this should be handled.

Discussion of signature of a Mental Health services contract with Deschutes
County Education Services District.
Discussion of signature of a personal services contract with Administrative School
District #1, Bend -La Pine.
Discussion of upcoming meetings with County Counsel, the County Clerk, the
Court Administrator and Department Heads.
Discussion of approval of a bond anticipation note to finance local improvement
districts. The interest rate will be 4.2%.
Discussion of a justice evaluation coalition program regarding confiscating and
selling properties.
